EnCompass seeks a Gender, Youth and Inclusion Officer candidate for an upcoming five-year United States Agency for International Development (USAID) Monitoring and Evaluation Program for Lebanon (MEPL) activity. The purpose of this activity is to supplement the monitoring and program management efforts of USAID/Lebanon staff; and to verify, monitor and support USAID program performance in Lebanon. The MEPL activity will provide USAID/Lebanon with utilization-driven support in the areas of project/activity monitoring, evaluation, research, organizational learning, and knowledge management. The primary goal of this activity is to improve performance management at all levels to help the Mission meet Agency requirements, make better informed strategic and management decisions, and advance USAID learning on effective development approaches. The Gender, Youth and Inclusion Officer will provide expertise in inclusive programming to technical assistance activities, ensuring the effective integration of gender-, youth- and vulnerability- sensitive approaches. Such duties may include designing and conducting gender and youth analysis and assessments; supporting monitoring and evaluation; preparing high quality reports and technical resources; conducting field work; and designing and facilitating face-to-face and virtual trainings related to USAID’s Gender Equality and Women’s Empowerment and Youth in Development policies, among others. This position is based in Beirut, Lebanon. This vacancy is subject to award.

Position Duties and Responsibilities

Essential functions:

Serve as activity point-of-contact/lead for the integration of gender, youth and social inclusion considerations into all project activities and deliverables

Coordinate with and support MEPL staff in establishing and implementing gender-, youth- and social inclusion-sensitive monitoring, evaluation, learning and reporting systems, including identifying a list of key gender/social inclusion-related indicators to be included in the activity’s monitoring, evaluation and learning plan

Lead the development of a gender and social inclusion action plan for the activity and ensure its implementation

Work closely with project staff to develop data collection and analysis tools to guarantee gender, youth and social inclusion considerations

Review assessment, analysis and evaluation designs and scopes of work to ensure gender, youth and social inclusion considerations are represented

Lead and manage, as required, gender and youth analyses and assessments

Support activity stakeholders to identify/develop operational and technical strategies for gender, youth and social inclusion integration

Design and facilitate trainings related to gender equality, female empowerment, gender-based violence, youth and social inclusion for USAID, project staff, implementing partners, and activity stakeholders, as requested

Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass events, and providing administrative support to other team members as needed

A bachelor’s degree in gender studies, international development, sociology, or related social science degree; Master’s degree preferred Experience and Skills

Minimum of four (4) years of demonstrated experience in gender and youth analysis, gender integration, and/or gender-based violence, with preference for work on USG-funded activities

Demonstrated experience applying a variety of participatory and strengths-based learning design and delivery approaches, blended learning and evidence-based learning theory desirable but not required

Experience in monitoring and evaluation and/or capacity building highly preferred

Ability to work with host-country governments at different levels

Substantial experience in managing a team using mixed research methods of similar magnitude

Working knowledge of and experience with USG-funded program management, policies, regulations and procedures

Understanding of gender norms and social constraints within the national and regional context required

Lebanese citizens strongly encouraged to apply

Familiarity with USAID/Lebanon Mission is preferred

Excellent communication skills, written and verbal, in English required

Proficiency in Arabic is desirable
