Finance Manager, Global Health Training, Advisory and Support Contract (GHTASC), Washington D.C.

Proposal Summary:

The purpose of the Global Health Training, Advisory, and Support Contract (GHTASC) is to advance USAID’s Bureau for Global Health’s mission by providing junior, mid-level, senior, and expert advisory and technical, administrative and operational, and training, professional development and organizational development institutional support contract services and resources. GHTASC will provide the professional services needed to support USAID’s strategic programs and collaborate with USAID offices to promote efficient and effective global health programming and operations.

Position Summary:

The Finance Manager, located in Washington D.C., is expected to provide finance leadership across the contract including oversight of budgeting. The Finance Manager will work closely with the Project Director to set up and maintain all financial systems, processes and reports. The ideal candidate will possess a combination of strong management skills, as well as subject matter expertise in financial management of international development projects. Note: This position is contingent upon award.

Responsibilities:

Oversee all accounting and financial management of the project, including adherence to all USAID rules and regulations, MSI policies and procedures and financial reporting requirements across an array of global health accounts.

Responsible for budget development and tracking functions, across the entire contract; and for financial reporting, financial analyses, forecasting and maintenance of budget information.

Work closely with the MSI Home Office finance staff to establish and maintain strong financial procedures and reporting practices.

Work closely with the Program Director and Recruitment team on competitive total compensation packages for staff.

Work with partner organizations to ensure consistent and accurate cost and accounting practices across the contract, and adherence to financial reporting requirements.

Work closely with the MSI Controller and the remaining core management team to ensure over all proper project administration.

Supervise the Finance and Administration Specialist.

Qualifications:

Ability to obtain a U.S. Security Clearance required, active clearance preferred.

Bachelor’s degree in finance, business, accounting or relevant field.

10+ years of demonstrated budget development and monitoring and financial reporting experience with a U.S. Government implementing partner, including at least two years of experience on USAID projects.

Experience monitoring complex multimillion-dollar, multiyear contracts.

Demonstrated knowledge of US Government cost accounting and contracting regulations.

Demonstrated experience using Excel for project budgeting, forecasting and financial analyses.

Knowledge of other languages advantageous.
