This Proposal Opportunity: 

Palladium is seeking a Finance and Administration
(F&A) Director for one or more anticipated 5-year USAID-funded Resilient
Health Systems Projects (RHSP) in DRC. The anticipated project(s) will aim to
support stronger, more resilient health systems at all levels, save lives,
decrease morbidity and disability, and increase the potential of women,
newborns, children, families, and communities to thrive. This project will
support the DRC Ministry of Health priorities including to advance universal
health coverage; complement other donor investments; leverage previous health
and other US Government investments; build on evidence-based practices to
achieve and sustain health outcomes; and mitigate the need for humanitarian
assistance. The project(s) will seek to increase access to and use of quality primary
health care (PHC) services and improve the performance of the health system at
subnational levels in priority provinces and districts. Key anticipated
priorities for this project(s) include, but are not limited to: partnering with
communities and the Government of DRC to scale-up and sustain equitable
coverage of high-quality, high-impact primary health care programs; high level leadership
role and strategic insights to health systems strengthening, health financing,
capacity strengthening of local organizations, and malaria prevention and
control, strengthening supply chains for health
commodities, equipment, and supplies; supporting person-centered care;
tailoring interventions for specific contexts and populations, including youth
and persons vulnerable to sexual and gender-based violence; and expanding
partnerships led by local organizations, including through multisectoral
collaboration.  

The F&A Director is a
key personnel position and will provide high-level financial management and
operations leadership, contractual, procurement, logistics, and grants
management support. The F&A Director will ensure that funds expended are
compliant with USG regulations and policies, implement fraud mitigation
practices, and ensure systems and processes are implemented effectively to
support the implementation of the award. The Finance and Administration
(F&A) Director will serve as a member of the Project Senior Management Team.

Reporting
and Supervision: 

The F&A Director will report to the Chief of
Party and will supervise relevant finance and administrative staff.  

Primary
Duties and Responsibilities: 
 

  • Responsible for managing the cooperative agreement budget and preparing financial reports for submission to USAID.
  • Ensure systems and processes are implemented effectively to support implementation of the award, including fraud and risk mitigation practices.
  • The F&A Director will also ensure funds expended are compliant with United States Government (USG) regulations and policies.
  • Perform routine financial analysis on program expenditures, documenting and monitoring overall performance, analyzing trends, identifying gaps to ensure efficient and sound project management.
  • Forecast project expenditures through field office, timely submit funds transfer requests (FTR) and manage cash flows in field office.
  • Ensure that project objectives, outcomes, and deliverables are met and that financial, operational, and USAID reporting requirements are followed.
  • Develops internal control measures, conducts internal financial audits, and coordinates external financial audits.
  • Maintain up to date bank and petty cash account transaction records and supporting documentations.
  • Record all financial transactions in the financial templates provided by Headquarter (HQ) accurately and in a timely fashion.
  • Prepare, review, and submit regular field vouchers and financial reports to HQ, as required.
  • Manage project assets, and overall responsibility for project procurement and vendor management.
  • Oversee local procurement and operations duties while adhering to all client rules and regulations and Palladium policies.
  • Lead pipeline review process with Headquarters staff.
  • Assist the CoP as required to manage consortium partners’ project budgeting and financial management.
  • Take responsibility for project financial reporting and project burn rates.
  • Provide direct supervision and mentoring to F&A staff.
  • Perform other related duties and responsibilities as assigned.

Key Competencies Required: 

  • Master’s degree in business administration, finance, accounting or other relevant discipline.
  • Professional certification (CPA or ACCA).
  • At least seven years of experience – with increasing levels of responsibility- in the management of finance, procurement, contracts and grants compliance, logistics, administrative support services for large donor-funded projects of a similar size.
  • Experience managing donor-funded sub-awards and subcontractors and procurements.
  • Familiarity with USG financial reporting and compliance requirements.
  • Experience in risk management and implementation of internal controls.
  • Demonstrated supervisory experience.
  • Professional level of oral and written fluency in English language.

Professional Expertise/Competencies Preferred: 

  • Expertise in operations, human resources, logistics, procurement, or information technology a plus.
  • Previous work experience in DRC or East Africa strongly preferred.
  • Existing relationships with DRC stakeholders a plus.
