Project Overview
& Position

The F&A Director is a full-time
position for an upcoming opportunity in Mozambique for Improved Family Planning
Initiative to improve maternal and child (MCH) by enabling women and
couples to achieve their reproductive intentions.  It will improve the health of
women and couples through increased access and utilization of family planning,
maternal and child health and reinforce high impact interventions including
service delivery, quality improvement of health services, social behavior and
communications change, and stakeholder engagement. This activity will
contribute to the overall developmental goals outlined in the Country
Development Coordination Strategy (CDCS) for Mozambique.  The F&A Director provides overall management of financial management and administrative
operations, including, logistics, procurement, budgeting, finances, human
resources, information technology, property, and security. S/he works with the US-based
country management support team to ensure the project follows good finance and
management practices in compliance.  S/he will oversee financial operations and tasks, such as accounting,
procurement, etc. according to USAID and USG procedures, rules, and
regulations, and will supervise the accounting team to coordinate reporting
activities.

This position will be based in Maputo and is
contingent upon contract award to Palladium.

Key Responsibilities

  • Provides overall
    management of administrative operations, including, logistics,
    procurement, budgeting, finances, human resources, information technology,
    property, and security.
  • Oversees
    and manages sound and effective systems for project administration and
    operations, including grants, subcontracts, procurement, and compliance.
  • Support COP and DCOP to maintain effective working relationships with donors and key government officials related to finance and operations;
  • Support the annual workplan process and other strategic planning processes.
  • Coordinate budgeting processes for program activities and conduct continual analysis and planning of operating, staff, and external project expenditures.
  • Manage the procurement process, collaborating closely with Finance Manager, includes negotiating competitive prices and documenting decision-making processes in accordance with the operations manual and best practices.
  • Monitor salaries and benefits to ensure they are in line with agreed budget plans and competitive compensation structure benchmarking studies.
  • Ensure contractual obligations are sound and appropriate for project.
  • Supervises
    financial operations and monitoring of obligations, budgets, and
    expenditures.
  • Prepares budgets for annual work plans and financial reports for USAID.
  • Coordinates and manages the mobilization of short-term and long-term
    technical assistance and administrative staff.
  • Develops internal control measures to ensure accurate and timely
    financial reporting at the headquarters and field levels.
  • Conducts internal and coordinates external financial audits.

Candidate Requirements

  • Extensive experience managing finance, administration, and operations activities for complex and large-scale donor funded programs.
  • Previous experience managing financial and legal requirements of USAID project essential.
  • Previous experience working with local organizations as part of subgrants/subcontracts.
  • Demonstrated experience with and understanding of USG and USAID financial procedures, rules, and regulations.
  • Experience developing and managing budgets.
  • Extensive  experience managing a finance team.
  • Must have professional fluency in written, spoken and presentation Portuguese and English.
