B. Summary Statement The Research, Technology, and Utilization Division (RTU) of the Office of Population and Reproductive Health (PRH) provides technical leadership in building scientific and empirical knowledge and ensures its use in the design and implementation of effective, efficient, high-quality family planning and reproductive health (FP/RH) programs. The objectives of RTU’s research program in Family Planning and Reproductive Health are to provide new and/or improved technologies; improve the quality, accessibility and cost-effectiveness of family planning and related reproductive health services; strengthen developing country institutional capabilities to use research to diagnose and solve service delivery problems; and enhance the dissemination and utilization of research results.

To achieve these broad objectives, the RTU Division is organized into two teams: Biomedical Research and Development and Implementation Science.

The Division’s Implementation Science group manages a complex portfolio focused on three key areas: Implementation Research, Knowledge Translation, and Knowledge Management. The Implementation Science Team focuses on developing, testing and supporting the scale-up of innovative solutions to address gaps and barriers to family planning with emphasis on the following areas:

Family Planning Systems, e.g., expanding method choice, reducing barriers to care, improving service delivery models including commodity supply and public/private partnerships, understanding and responding to the gap between unmet need and demand/use of services.

Normative change, especially changing gender norms and other proximate determinants of fertility.

Reaching special populations, especially youth, women, men and underserved populations.

Crosscutting work in cost analysis, demographic and epidemiological analysis, GIS mapping, evaluations and other types of scientific work in support of evidence-based decision making.

Accessibility and use of evidence, e.g., through data syntheses, case studies, reports and identification, documentation, and dissemination of High Impact Practices.

Scale-up evidence-based practices, e.g., through monitoring and tracking scale-up and supporting regional and country efforts.

The RTU Division maintains close working relationships with other United States Government Agencies involved in research & development (e.g., the Food and Drug Administration, the National Institutes of Health), United Nation Agencies (e.g., the World Health Organization) and private sector (e.g., the Bill and Melinda Gates Foundation and pharmaceutical industry partners).

C. Job Requirements The FP/RH Technical Advisor will provide technical assistance to the RTU Division of PRH and, additionally, as directed to the PRH Office, the Global Health (GH) Bureau, and the entire Agency. As a member of the RTU Division, the Advisor works collaboratively with colleagues in other divisions in PRH and offices of the GH Bureau. S/he will receive day-to-day guidance from the Chief of the RTU Division.

D. Essential Duties and Responsibilities: The primary responsibilities of the FP/RH Technical Advisor include:

Providing technical assistance to the Implementation Science Team projects and serving as the primary Technical Advisor for at least one RTU project, including coordinating the team technical review of project deliverables and drafting and delivering technical feedback to the project prime; contributing to the annual project budget drafting and regularly tracking budget and pipeline with PA to inform AOR’s decision-making; contributing to the design and methodology of proposed research; monitoring of research activities and technical initiatives; conducting field visits for project development and assessments; and supporting evaluations and technical reviews.

Providing technical advisement in PRH for the IBP network, including close collaboration with the PRH activity manager of the WHO grant, and membership on the IBP steering committee to review strategies and provide strategic technical guidance, as required.

Provide strategic planning that contributes broadly to the work of the RTU Division, PRH Office and the GH Bureau.

Serving as co-technical advisor on the High Impact Practices in Family Planning partnership including providing the strategic vision for the production, dissemination, and utilization of the HIPs.

Providing country support as a technical advisor for a PRH high priority country Mission, including providing technical support on Health Implementation Plan (HIP) development and reviewing the final HIP; participating in regular country team calls; providing briefings for mission staff on FP country situation and mission portfolio; and coordinating provision of technical input into mission family planning investments.

Actively participating in the annual work plan review process of RTU operations and social science research activities.

E. Minimum Qualification Requirements

Master’s degree and 7 years relevant experience or Bachelor’s degree and 9 years relevant experience in public health, social science, or related discipline.

Experience in public health, with two years’ experience in an international or resource challenged setting.

Understanding the work of major national and international organizations and foundations that support research and knowledge management in FP/RH (e.g., USAID, NIH, WHO, Gates Foundation, FP2020 and their respective partners).

Excellent research and analytical skills.

Excellent verbal and written communication skills.

Strong interpersonal skills.

Ability to multitask in a complex environment.

Ability to work effectively within time constraints, individually, and as a member of a team.

At least 5 years of professional experience with two or more BS 50 technical disciplines.

Ability to travel internationally.

US citizenship or Permanent Residency with the ability to obtain and maintain Facility Access required.
