Employee Relations Manager, Global Health Training, Advisory, and Support Contract (GHTASC), Washington D.C.

Proposal Summary:

The purpose of the Global Health Training, Advisory, and Support Contract (GHTASC) is to advance USAID’s Bureau for Global Health’s mission by providing junior, mid-level, senior, and expert advisory and technical, administrative and operational, and training, professional development and organizational development institutional support contract services and resources. GHTASC will provide the professional services needed to support USAID’s strategic programs and collaborate with USAID offices to promote efficient and effective global health programming and operations.

Position Summary:

The successful candidate will directly supervise staff and liaise with USAID personnel on a daily basis. The candidate will be the first point of contact for MSI employees embedded on the client site. The Employee Relations Manager will assist with the successful delivery of all aspects of the program to include the facilitation and implementation of appropriate technical tools, systems, guidelines, and policies/procedures to ensure quality, value, technical excellence, contractual compliance, and client satisfaction.


Provide regular functional oversight and supervision of contract staff.

Coordinate recruitment and hiring with HR, USAID, and Program Management Office as required.

Manage contract staff performance evaluations (90 day and annual).

Provide management support of contract support staff, ensuring that roles and responsibilities are clearly defined, performed in a timely fashion, and meet established quality and performance standards.

Ensure staff timesheets are properly documented, approved, and processed.

Liaise with HR on personnel issues.

Resolve conflicting demands for contractor support service.

Provide guidance and direction concerning the resolution of employee issues and concerns.

Ensure availability of orientation and training sessions as necessary for support staff.

Implement and articulate policies, purposes, and goals of corporate and/or USAID for contractor support staff.

Act as liaison for the client with special projects.

Provide regular interface with USAID GHTASC points of contact (POC), including recruitment updates, staffing needs, and inputs on interview structures and candidates for positions.

Update support management team on USAID/GHTASC policies as they are sent out.

Contribute to the creation of contract standard operating procedures and policies.

Support recruitment process by assisting in the coordination of and taking part in interviews.

Coordinate with recruitment team to onboard new staff.

Review and approve (travel) expense reports.

Review and approve staff related invoices.

Guide employees through various contract standard operating procedures and policies.

Other duties as assigned.


Bachelor’s Degree in Human Resources, International Development, legal, or related field with 5 plus years of relevant experience or a Master’s degree with 5 plus years of equivalent experience.

Minimum 3+ years’ experience in government contracting and contracts negotiation.

Experience managing procurement and implementation of USAID Contracts.

Good judgment in balancing business and commercial needs and potential risks/exposures with customer requests.

Detail oriented with a high degree of integrity, intensity and involvement.

Demonstrated ability to work within tight schedules and under pressure, both independently and as part of a team.

Strong interpersonal skills with a collaborative / integrative style of working to reach common goals and objectives.

Must be flexible and receptive to change in the workplace.

Good communication skills both written and oral.

Proficient with Microsoft Office, Google Suite, and familiar with SAP.

Ability to obtain and maintain a Facility Access/Secret Security Clearance is required.
