Project Overview and Role:
The Procurement, Logistics, and
Supply Chain Management (PLSCM) at The Palladium Group is a dynamic community
of practice with talented colleagues working toward the goal of providing
unmatched supply chain service delivery with unprecedented levels of
visibility, accountability, and data to drive decision making, while enabling
local logistics ecosystems to grow and mature.
The Director, PLSCM will provide leadership, direction, and
content to donor and/or government funded procurement, logistics, and
supply chain programs and will help drive strategic growth
into new and existing market segments through prime, subcontractor,
and vendor roles.
Responsibilities require extensive
knowledge, experience, networks, and best practices within the supply
chain marketplace and the ability to work collaboratively on new business
development activities, including cross-regional and cross sector collaborations
within Palladium. The Director is expected to contribute to external
industry thought leadership and internal strategies, approaches, and plans to
ensure corporate capabilities align with service offerings.?
Primary Duties and Responsibilities:
Business Development:
- Lead proposal
development principally targeting opportunities in the supply chain and
logistics space based on best practices applied to global, regional, or
specific country contexts - Lead the identification,
assessment, and pursuit of new business opportunities, as well as the
analysis of our prospects for winning opportunities - Lead competitive,
client, and general market research efforts that contribute to
diversifying and building the business development pipeline - Develop a short-,
mid-, and long- term opportunity pipelines with
supporting capture plans for approved pursuits
Technical Work:
- Serve as a subject
matter expert for the design, planning, and direct delivery of supply
chain services involving forecasting and supply planning or “demand
management”, category management, strategic sourcing multi-modal logistics
(sea freight, airfreight, ground freight), port and staging management,
cross-docking, warehousing/ inventory management, yard management,
material handling, supply chain information systems, base and life support
services, contingency services, emergency response, data analytics,
and other relevant topics - Provide short-term
inputs and/or consultancy assignments on technical assistance topics to
include: forecasting and supply planning, procurement, customs clearance
warehousing & inventory management, distribution & transportation,
governance, strategic planning, private sector engagement, financing,
human workforce development and institutional capacity building, supply
chain information systems and data management, data analytics and
performance management, enabling environment, warehousing &
distribution, 3PL procurement, private sector engagement, visibility and
accountability, global collaboration, market dynamics, and other relevant
topics - Identify, build, and
maintain relationships with partners and consultants that can provide
technical expertise to Palladium-managed projects - Work with others in the
PLSCM practice to promote and build Palladium’s technical capability
Project Management:
- Serve as Project
Delivery Director for new and existing programs - Lead the planning,
implementation, and reporting on project activities as needed
and requested - Lead project work
planning, budgeting, and progress/financial reporting - Oversee program
implementation and ensure monitoring and quality-assuring
Palladium’s services - Oversee partner
organizations (such as subcontractors) on the contractually compliant delivery
of agreed inputs and achievement of agreed outputs and outcomes
Thought Leadership:
- Stay abreast of key
developments in procurement and logistics innovations and interventions
across the industry. This includes frequent interaction with client staff,
governments, academics, and other stakeholders relevant to this area - Oversee and directs
teams in research, analysis and publication of white papers, blogs,
technical reports, case studies, policy and program approaches, and
results summaries on topics related to direct supply chain services and
supply chain technical assistance - Serve as thought leader
on supply chain and logistics activities by leading design, strategy, and
approach development
Required Qualifications:
- Proven experience
leading business development and proposal development
efforts with expertise leading donor and/or government
procurement, logistics, and supply chain initiatives - Experience writing
technical proposals for donor and/or government funded programs
and a proven track-record of winning bids desired - Experience in providing
program management, technical support, or client relationship management
for large global projects, specifically in the context of
procurement, logistics, and supply chain management - Proven understanding
of donor and/or government funded program standard operating
procedures, expectations and regulations - Ability to communicate
effectively and high comfort level writing and presenting data and
information in a compelling way to difference audiences - Ability to work
effectively in a fast-paced environment - Strong time management
and organizational skills; demonstrated ability to work well independently
and in teams - Excellent written and
spoken English and ability to communicate across technical disciplines and
non-technical audiences
