Project Overview and Role:
Background:

The Sustainable Economic Territorial Transformation (SETT) project in Colombia will support licit and sustainable economic opportunities and investment in a targeted geography to foster equitable and environmentally sustainable growth, development, and peace implementation. The anticipated project objectives are to 1) increase licit and sustainable economic opportunities through local business and value chain development, 2) improve local economic competitiveness through public and private investment in goods and services, and 3) increase community engagement in local development through improved CBO performance.

The intended project will prioritize the PDET municipalities included in the Colombia CDCS, and the budget is anticipated to be between $40 – 50 million over 5 years.

Purpose of Position:

Palladium Seeks a Finance & Operations Director to provide a crucial link between the technical and support functions (finance, administration, HR, operations, security, compliance, etc) within the project to ensure that USAID, corporate, and project policies are followed in all aspects of program implementation. He/she has responsibility for oversight of the finance and operations teams and is a member of the project leadership team.
Duration: 5 years (2022-2027)
Location: Colombia
Primary Duties and Responsibilities:
Oversee program operations, including but not limited to human resources, logistics, procurement, sub-contracts or sub-awards, and accounting/finance.
Develop internal control measures, conduct internal financial audits, and coordinate external financial audits.
Prepare budgets for annual work plans and financial reports for USAID.
Oversee all grants administration with Grants Manager, from calls for expressions of interest through to implementation
Review and finalize grants manual and related program documents
In accordance with Palladium’s USAID-approved Grants Under Contract (GUC) manual, work with Grants
Manager to develop and execute all aspects of the GUC process, including development of the GUC manual
With Grants Manager support, implement a grant tracking system to ensure the timely and correct execution of all grant agreements
Monitor completion of grants milestones and report issues encountered to the Deputy Chief of Party
Develop the financial management capacity of all relevant staff and sub-awardees
Resolve external issues/problems related to grants administration in a timely manner
Review and approve drafted grants agreements in compliance with applicable Palladium policies and procedures and USAID conditions
Ensure the accurate tracking and recording of project expenditures and financial reports
Guide and assist accountants and other program staff in preparing, revising, and monitoring budgets for ongoing activities
Manage the financial operations and financial reporting of the project, providing guidance and technical assistance to financial management personnel.

Required Qualifications:
Working knowledge of USAID policies, procedures, and reporting requirements
Strong financial and operational management experience, including a track record in developing large budgets and in-depth knowledge of accounting principles.
Progressively responsible experience supervising project operations, including human resources, procurement, and sub-contracts or sub-awards.
Experience with several of the following areas of expertise: Colombian financial sector, financial inclusion, working with underserved communities, financial capacity building, development of a financial ecosystem
Prior experience in a management role on a USAID funded program highly desired
Familiarity with ensuring appropriate risk-sharing between and/or among USAID, implementing partners and the private sector
Bachelor’s degree in business administration, finance, or a related field in international business management, finance, accounting and/or auditing experience.
An ACA/ACCA/CPA or other recognized professional accounting qualifications
At least seven (7) years of progressively responsible experience in accounting, auditing, finance, or business management with a recognized organization, preferably for USAID.
Experience in managing grants under contract for USAID-funded programs of a similar size
Demonstrated experience managing staff
Demonstrated experience coordinating and collaborating with various stakeholders and grant awardees
Knowledge of local labor and tax laws and reporting procedures
Advanced knowledge of computers and MS Excel
Written and oral proficiency in Spanish required
