Project Overview and Role:

Palladium
was awarded the USAID/Trade Reform and Development in Egypt
(TRADE) Activity contract, which has a 5-year timeframe and a ceiling of
$36.3 million. The Project will be active throughout Egypt. The goal of the
TRADE Activity is to increase Egypt’s international trade by increasing exports
from SMEs, and in particular New and Expanding Export-Ready
Enterprises (NEEREs). This will be achieved by addressing the constraints that
impede the competitiveness of Small and Medium-sized Enterprises (SMEs). 

In
order to achieve the Activity’s goal (increasing exports in selected
sectors), the Contractor
must attain the following three Results: 

  1. Enhanced Export Capacity of SMEs, in particular New and Expanding Export Ready Enterprises (NEEREs) in Selected Sectors
  2. Strengthened Public and Private Trade-Support Institutions (e.g., TradeAssociations, Export Councils, etc.); and
  3. Improved Trade and Investment Policy, Regulatory and Institutional Environment

 Primary Duties and Responsibilities: 

  • Assist and support the Chief of Party of TRADE in all accounting and financial reporting activities of the project, and supervise a wide range of financial and administrative management for the project.
  • Monitor the performance of subcontracts 
  • Prepare and submit financial and accounting cost reports to Palladium headquarters and USAID.
  • Oversee all operational and administrative aspects of the project including finance/accounting, human resources, procurement, subcontracts, and security
  • Maintain a strong internal control system to safeguard project assets.
  • Reconcile and report on all balance sheet accounts monthly and help management limit financial risk.
  • Ensure compliance with the financial, accounting and contractual procedures of the Project, review invoices, cash management reports and other financial documents, and initiate electronic transfers in the banking system.
  • Oversee the management of project bank accounts following Palladium policies and procedures.
  • Provide meaningful information on the development of monthly and annual budget projections and maintain all budget tracking systems.
  • Maintain close coordination with Palladium headquarters regarding all financial and budget matters.
  • Supervise administrative and operations staff.
  • Perform other duties as assigned by the Chief of Party of TRADE

Required Qualifications:

  • Bachelor’s degree in economics, accounting, or administration, preferably with a master’s degree in administration, economics, finance, or related area.
  • 10 or more years of experience in financial and administrative supervision of large and complex projects.
  • Experience with international development projects and/or projects related to economic development, financial inclusion experience is a plus.
  • Knowledge of local regulations, policies and laws regarding accounting, taxes, etc.
  • Knowledge of strategic planning, operational planning, logistics management, human resource management, auditing and accounting.
  • Strong attention to detail and the ability to multitask and balance priorities effectively and efficiently.
  • Ability to communicate effectively with managers, colleagues, service providers, and clients across a variety of settings and work areas.
  • Proficiency with Microsoft Office.
  • Experience supervising finance and operations teams.
  • Knowledge of written and spoken English language.
  • Knowledge of contracting regulations and direct and indirect cost accounting for projects financed by the US Government specifically USAID, FAR, AIDAR and CAS among others.
  • Fluency in English and Arabic.
