Panagora Group, a small business providing novel and integrated solutions in global health, international development, and learning primarily for USAID as a prime and as a subcontractor seeks, an experienced director of human resources (HR) with outstanding people skills to manage our domestic and international human resource management needs ensuring effective and efficient programs aligned with overall business objectives. The director will supervise HR personnel, recruitment, hiring, performance management, professional development, employee relations, compliance with employment regulations, job satisfaction, onboarding, implement HR strategies, mitigate risks, structure competitive compensation and benefits, maintain employee records, and support domestic and international employment needs.
Duties and Responsibilities
Direct and oversee the HR functions of recruitment, hiring, onboarding, compensation, benefits, performance management, employee engagement, and employee relations.
Implement an effective human resource management plan that emphasizes efficient resource allocation, quality customer service, and a bility to balance global inputs to effectively manage communications, implement polices/procedures and strategy execution.
Strong ability to partner with activity management teams on strategic HR issues; ability to provide direct, balanced feedback and coaching at the global level.
Ensure that Panagora is compliant with all applicable local, state, and federal laws and regulations; and internal/external audits as they pertain to human resources function.
Ensure confidentiality is maintained among and by HR staff in its work with those served by the business unit.
Implement innovative business processes and HR technology solutions that enhance transactions, confidentiality, and accurate recordkeeping of all employees both domestic and internationally to comply with state, local, and federal regulations.
Confers with leadership to determine home office staffing needs and manage the recruitment process including selection, hiring, and onboarding the highest qualified staff.
Develop and revise policies and update the personnel handbook and associated HR forms, as needed.
Support teambuilding events and present during staff meetings relevant HR management topics and issues based on company needs.
Assist and perform other relevant duties as may be required to ensure an efficient and effective work environment.
Supervise, mentor, and evaluate HR staff, communicating clear performance goals and standards, regular performance feedback and prompt resolution of problems, and opportunity to grow and develop in key competency areas.

Master’s preferred, or equivalent combination of education and work experience in relevant technical competency area.
Minimum 8 years of human resource management experience at an international development firm
Minimum 5 years of supervisory experience in human resource management for a USAID government contractor, preferred.
Knowledge of company’s main client and its operations preferred.
Strong proficiency in all areas of human resources and proven ability to apply it in a variety of situations: staffing and recruitment, compensation, performance management, employee relations, workforce planning, organizational development.
Demonstrated ability to think and act on strategic HR issues, projects, and initiatives.
Proven ability to lead and manage HR work in international development team-based environment.
Demonstrated ability to resolve complex issues without detailed instruction in accordance with company policies, values, and applicable laws.
In-depth understanding of applicable employment laws and regulations in different legal and regulatory frameworks including within local country contexts.
Excellent written and verbal communication skills. Strong presentation skills.
Strong business acumen and the ability to connect HR solutions with business performance.
Practical and results-oriented; ability to be effective within a matrix structure.
Demonstrated ability to lead and mentor HR Staff. Ability to lead team to deliver HR services that meet the needs of the organization and create partnerships with leaders and members.
Experience living or working in developing countries preferred.
