Background
The
objective of the Frontier Health Markets (FHM) Activity is to increase
private sector contributions to advancing voluntary?family planning and other
health outcomes (including maternal, newborn and child health,
malaria, TB, other infectious diseases, and HIV/AIDS).  FHM?aims to build
capacity of local market actors and innovators in the health sector?with
business skills development. The Business Support Facility will support the
beneficiaries of the Private Sector Capital Fund and other local businesses to
scale tested models,?launch new service delivery lines and products, expand to
new markets, and innovate. These activities will function in collaboration to
improve strategic planning and business processes and capabilities of private
health sector players so they can access?private financing.   

Project Overview and Role:

Under the
supervision of the Chief of Party (COP), the DCOP leads technical aspects of
the project in compliance with USAID and Palladium rules and regulations to
achieve project objectives. S/he will also regularly engage with and maintain
good relationships with relevant actors including CSOs, BMOs, media, consortium
partners and other governmental and non-government stakeholders. The DCOP will
provide support to the COP in liaising, programmatic, strategic development and
quality control duties. This position is contingent up award of funds.

 Primary Duties and Responsibilities: 

– Assist
the PD in overseeing all components of the program;
– Assist the PD in developing and implementing a plan of activities to meet program
objectives with USAID and the team;
– Assist in
the development and maintenance of effective partnerships with development
partners such as government institutions, private sector, civil
society, media, etc.; 
– Provide
guidance and direction to technical staff;
– Serve as
the acting PD in the PDs absence.

Required Qualifications:

– Master’s or Bachelor’s Degree in business, finance, health administration, financial policy, development studies or related field;
– At least seven (7) years of progressive relevant experience in small business development, finance, or health – at least four (4) years of which must be in senior program management, demonstrating experience in managing and leading programs in low-income settings;
– Prior
experience in a leadership, administrative, compliance, and/or finance
role with a USAID funded health program is highly desired;
– Excellent
interpersonal and leadership skills and experienced in managing teams;
– Experience
relevant to accomplishment of cross-cutting program objectives, including
gender, youth and marginalized populations;
– Demonstrated
track record of working with donor-funded projects;
– Proven
track record with establishing and maintaining relationships with a broad
range of government and non-government stakeholders;
– Capacity to
transfer/convey information and knowledge to external partners,
stakeholders, senior officials and donor community;
– Written and spoken
fluency in English (French or
Spanish a plus)
– Candidates
must be willing to relocate to Washington, DC for this position.
