Position Overview

The Deputy Project Director for Technical
Direction is responsible for supporting program management in identifying,
evaluating, and integrating effective technical assistance aligned with the
technical strategy. S/he will
provide technical oversight to project staff globally and lead technical
activities and initiatives.  This role will lead supply chain and
pharmaceutical management strategy and operations activities and will provide
subject matter leadership and expertise based on previous experience. The
candidate will conduct analyses of client operations, business processes,
organizational structures, information technology systems, and leading
practices to identify opportunities for improvement, lead implementation
activities, and transition client organizations to a self-sustaining
state.  S/he will lead engagement delivery teams, interact with senior
client personnel and Palladium senior leadership in the accomplishment of
project objectives.

Roles and Responsibilities

  • Work with the Project Director to provide technical project leadership, ensure strategic direction, and provide for and/or deliver technical assistance.
  • Supervise technical team leaders across country offices to ensure the provision of high-quality technical assistance.
  • Coordinate with internal and external organizational stakeholders as well as key team members to align project results to key technical project outcomes.
  • Provide technical guidance and review of project country specific requirements including country work plans to align activities with project priorities.
  • Provide leadership to ensure the development of timely, high quality and regulation compliant reporting per Palladium’s international guidelines and USG programming.
  • Oversee technical quality of deliverables, activities, and materials used during implementation.
  • Represent the project team across stakeholder meetings, ensure communication of priority activities and technical action in consultation with the project director.
  • Guide technical staff in ensuring program activities are implemented in line with Palladium policy, industry best practice, USG laws and regulations, and country-specific requirements.
  • Liaise with key partners and stakeholders, particularly technical experts, consultants and USG/ donor representatives.
  • Leverage Palladium’s expertise to develop solutions to supply chain performance challenges, using both proven and innovative approaches adapted to the developing country context.
  • Perform other related duties and responsibilities as assigned.

 
Position Requirements

  • Proven track
    record in senior level project management roles for international
    development projects.
  • Established supply chain leader
    with experience building relationships, advising clients, presenting
    solutions, and implementing change.
  • Strong technical background in global health supply chain and elements of medical commodity market dynamics and product introduction, heath systems strengthening, capacity building, information systems, analytics, private sector engagement, and/or policy and enabling environment particularly those related to any of the following: implementation of reproductive health, MCH, HIV/AIDS, Malaria, TB prevention, care, and treatment programs in developing countries.
  • Demonstrated experience standardizing technical implementation across global programming including leading provision of technical support in supply chain operations or pharmaceutical management, such as supply chain planning, procurement, inventory, or warehousing & distribution.
  • Knowledge of operating with USG, particularly USAID, and USG country offices.
  • Ability to supervise project teams,
    conduct project level quality reviews, communicate effectively down
    through the project, across projects, and to practice leaders.
  • Knowledge of the Global Fund, PEPFAR, WHO and the World Bank HIV/AIDS programs preferred.
  • Ability to present data and information in a compelling way to different audiences. Ability to synthesize highly technical information for technical and non-technical audiences strongly desired.
  • Supply chain experience in Sub-Saharan
    Africa, South East Asia, Eastern Europe, India, China, etc. is required.
  • Excellent written and spoken English and ability to communicate across technical disciplines and non-technical audience required.
  • Ability to speak and write French a plus. Proficiency in additional international languages is an advantage.
  • Flexibility to travel and to work overseas; experience living or working in developing countries preferred.
