Project Overview and Role:
Deputy Chiefs of Party Palladium is seeking two Deputy Chiefs of Party (DCOP) for an
anticipated USAID funded program in Papua New Guinea and the Solomon Islands,
titled Papua New Guinea and Solomon Islands Forest Governance Program. The
project will likely be focused on improving forest conservation practices and
resource management; improving alternative livelihoods, especially those
promoting a higher value being placed on natural areas, and improving the
governance of these resources at all levels.
Under the leadership of the Chief of
Party (COP), The DCOPs will
serve as co-leaders in achieving project objectives and will be based in Papua
New Guinea and the Solomon Islands. The DCOPs will play key roles in
supporting the COP in managing Palladium’s field presence of the project in
Papua New Guinea and the Solomon Islands. The DCOPs will have a firm
understanding of programmatic aspects of the project in the context of
evolving political, legal, and economic contexts and contribute to a continuous
adaptive management approach. The DCOPs’ responsibilities include
oversight and coordination of financial, procurement, and budgeting management;
human resources, local recruitment, and possible grants management. The DCOPs
will work with Palladium HQ to ensure compliance with USAID rules and
regulations.
Primary Duties and Responsibilities:
The DCOP(s) will:
- Serve as a member
of the senior leadership team of the program and supports the COP in
leadership and oversight of project staff and activities. As such,
provides senior leadership, management oversight, and coordination on all
matters project-wide. - Collaborate with different
stakeholders to foster country-driven, inclusive, locally-relevant
strategies to improve and assure forest conservation and
resource management practices. - Work with the COP and other project staff to continuously refine implementation processes by integrating lessons learned and best practices.
- Lead and/or reviews and monitors
programmatic functions, i.e., development of work plans and budgets and quarterly/annual
reports and ensures effective implementation of program strategy as
articulated by in the work plan. - Ensure that
program implementation
is in accordance with Palladium’s and USAID’s regulations and procedures. - Serve as the COP’s primary point of
contract for current information about the status of activity
implementation. - In collaboration with local staff
in-country, identify program opportunities and potential local partners as
needed. - In collaboration with the M&E
officers ensure relevant staff use, maintain and regularly upload data to
the project M&E system. - Participate in and/or prepares
necessary project-related reports, including presentations and white
papers. - Provide
analytical and evaluative techniques to identify, consider, and resolve
issues or problems. - Participate, and
represent the organization as needed, in outside associations,
conferences, and symposia. - Work with the COP and other relevant
parties to support security of local and short-term expatriate staff. - Serve as acting as COP when s/he
is unavailable. - Undertake other duties as assigned by the COP.
Required Qualifications:
- Advanced degree
in in business administration, project management, public policy and
management, forestry, environment or natural resource related fields. - Experience with activity design as
well as development and management of projects, preferably including both
community-level and national-level activities. - Demonstrated
understanding of national, regional, and local politics relevant to the
natural resources sector in Papua New Guinea or the Solomon Islands. - Experience
with a donor, contractor or international NGOs in a relevant sector such
as natural resources management,
environment/biodiversity, forestry, land use management, or
agriculture. - Proven ability to leverage and manage partnership and cooperate
with host country governments and international partners in implementing
donor-funded projects preferred. - Demonstrated
Financial management experience (including budgeting) and knowledge in
establishing systems and overseeing program start-up. - Strong oral and written communication
skills, including presentation experience to high-level audiences, and
publication in peer reviewed journals, fluency in English. - Strong
interpersonal and management skills. - Strong analytical and conceptual skills and the
ability to think and plan strategically, ability to manage a culturally
and linguistically diverse staff, consultants and counterparts. - Attention to
detail and ability to effectively and efficiently perform multiple tasks
and balance competing priorities, often within a required timeframe. - Professional and diplomatic demeanor and conduct, especially during
interactions with the client and its constituents. - Papua New Guinean and Solomon Islands nationals with relevant experience are encouraged to apply.
