This Opportunity:
The Deputy Chief of Party solicited through USAID/West Bank and Gaza to help TVET programs and institutions be responsive to market needs and effectively address key labor demands. The Activity will meet labor market demands and provide Palestinians with meaningful, well-paying employment opportunities. The Activity will start new technical training programs or improve the quality and relevancy of technical programs, with a particular focus on increasing and improving youth access to TVET institutions. These programs should help youth become more employable and find employment opportunities in technical areas that will be in increasing demand in the near and far future. This position will be based in West Bank or Gaza and is contingent upon contract award to Palladium.
Primary Duties and Responsibilities:
Serve as a member of the senior leadership team of the program and support the Chief of Party in oversight of project staff and activities
Lead managerial and administrative functions in support of program implementation, including but not limited to logistics, procurement, budgeting, finances, human resources, information technology, property, and security
Maintain effective and open communication throughout the project with Chief of Party, USAID, Project Director, Objective Leads, project operations teams, and other relevant stakeholders
Represent the project at meetings and events with stakeholders
Ensure that program implementation is in accordance with Palladium’s and USAID’s regulations and procedures
Ensure interventions reflect high technical quality and are in line with the project’s scope of work.
Serve as Acting Chief of Party when s/he is unavailable
Key Competencies Required:
Significant experience providing overall management of administrative operations including logistics, procurement, budgeting, finances, human resources, information technology, property, and security
Demonstrated experience overseeing sound and effective systems for project administration and operations, including grants, subcontracts, procurement, and compliance
Demonstrated experience in senior management positions for USAID programs of similar or greater scope and complexity
Experience in systems strengthening and partnership building, particularly with the private sector
Demonstrated knowledge and experience with USAID or other donor planning and reporting systems, operations, programming, and structure
Experience managing and leading technical and administrative teams for complex development projects
Extensive experience working West Bank and Gaza
Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe
Effective written and oral communication skills
Professional and diplomatic demeanour and conduct, especially during interactions with the client and its constituents
Ability to anticipate, respond and adapt quickly to changing requirements and competing demands.
Ability to take initiative and/or respond independently to situations
Fluent written and spoken Arabic
Proficient written and spoken English
Experience in workforce development, youth engagement, private sector engagement, or other field related to international demand-driven skills development and employment linkages programs is preferred
