Background:

The Equitable and Resilient Finance project in Colombia will improve the supply and demand of formal financial services in rural, underserved and conflict-affected regions, and it will mobilize long-term capital for USAID/Colombia’s programming and Country Development and Cooperation Strategy (CDCS) objectives. The anticipated project objectives are to increase financial capacity in target individuals and communities, facilitate an improved ecosystem for the financial inclusion of underserved populations, achieve increased mobilization of long-term financial capital in USAID’s priority sectors, and mobilize $200 million long-term financial investments towards CDCS objectives. 

Purpose of Position:

Palladium seeks a Deputy Chief of Party based in Colombia to support the Chief of Party in leading the USAID-funded Equitable and Resilient Finance project. S/he will serve as the secondary contact for USAID and will serve as the acting Chief of Party as necessary.

 Primary Duties and Responsibilities: 

– Serve as a member of the senior leadership team of the program and support the Chief of Party in oversight of project staff and activities 
– Collaborate with different stakeholders to foster country-driven, inclusive, locally-relevant strategies to improve and assure increased financial literacy among target individuals and communities, expand access to financial services, and strengthen the enabling environment for financial inclusion of underserved populations 
– Co-lead and oversee programmatic functions, i.e., development of work plans, budgets, quarterly/annual reports, and ensure effective implementation of program strategy 
– Maintain effective and open communication throughout the project with Chief of Party, USAID, Project Director, project operations teams, and other relevant stakeholders?? 
– Represent the project at meetings and events with the Government of?Colombia, the financial sector community, non-profits, and other stakeholders? 
– Work with the Chief of Party and other project staff to continuously refine implementation processes by integrating lessons learned and best practices 
– Ensure that program implementation is in accordance with Palladium’s and USAID’s regulations and procedures 
– In collaboration with the local staff in-country, identify program opportunities and potential local partners as needed 
– In collaboration with the M&E team ensure relevant staff use, maintain and regularly upload data to the project M&E system 
– Serve as acting Chief of Party when s/he is unavailable 
– Perform other related duties and responsibilities as assigned 

Required Qualifications:

– Demonstrated experience in senior management positions for USAID programs of similar or greater scope and complexity? 
– Experience working in finance-related development projects in Colombia 
– Experience in the following areas of expertise: financial inclusion, financial capacity building, and the development of a financial services ecosystem conducive to financial inclusions 
– Demonstrated leadership, strategic thinking and planning, management, and presentation skills 
– Demonstrated experience coordinating and collaborating with stakeholders 
– Experience in monitoring and documenting project activities and outcomes 
– Excellent communications, organizational, and interpersonal skills 
– Strong supervision skills managing teams 
– Written and oral proficiency in English and Spanish required 
– Experience working in fragile or conflict-affected regions preferred 
– Experience working in Colombia required 
– Experience working for large donor organizations such as USAID preferred 
– Knowledge of USAID policies, procedures, and reporting requirements preferred
