RTI International’s Global Health Division is currently accepting applications for a Deputy Chief of Party (DCOP) for an anticipated USAID-funded USAID Furthering Health System Reforms in Ukraine Activity. The anticipated start of the activity is September 2021.

Through engagement with local actors and systems, including the Government of Ukraine, the National Health Service of Ukraine, and the private sector, the project will focus on:

Regulatory system strengthening;

Sustainable universal health care coverage and continued financing reforms;

Effective, affordable and appropriate medicine use; and

Technological solutions for health and/or eHealth

Overall thought leadership to strengthening health system reforms.

The DCOP will have primary responsibility for overseeing, supporting and mentoring the technical teams working at the national and subnational level to increase the capacity of host country institutions to achieve the activity’s stated goals. The DCOP will have principal responsibility for representation of the technical deliverables of the activity with host country counterparts and other actors in the project-supported areas at the national and sub-national levels. The DCOP will be based within the Kyiv, Ukraine office and travel in Ukraine will be required. Requirements:

Manages the technical team across the activity’s priority technical areas.

Provides overall direction and leadership for the implementation of activities at national and subnational level.

Ultimately responsible for the quality of project implementation and harmonization of partner activities.

Ultimately responsible for the management of partners’ performance in field-based implementation at the national and subnational level.

Guides and directs teams in management of national-level relationships with consortium partners, staff, and other host country stakeholders.

Guides strategic planning processes for district-level work plans and budgets and ensures that goals and objectives are executed.


Master’s degree or higher in public health or a related field, with at least 12 years’ experience in international health programming, including at least 8 years’ experience in senior level management positions and experience leading large and complex projects (preferably in Ukraine or Eastern/Central European countries).

Demonstrated ability to create and maintain effective working relations with key stakeholders to promote health reform initiatives (e.g., government stakeholders, national and international bodies, international organizations, NGO partners, and U.S. Government Agencies).

Demonstrated experience in health systems, policy influence and development, and health governance, and/or economics and financing (preferably in Ukraine or Eastern/Central European countries).

Experience working as Technical Director or DCOP for USG-funded project is highly desirable with proven capacity to effectively manage project funds and diverse staff.

Knowledge, Skills and Abilities:

Demonstrated ability to support cross-sectoral programming and build partnerships.

Has demonstrated experience in effectively engaging partners and managing multi-partner collaboration in the field.

Strong organizational, interpersonal and management skills

Must be fluent in English; fluency in Ukrainian or Russian highly preferred

Ability and willingness to live and work in Ukraine.
