Sustaining Technical and Analytic Resources (STAR) is a project of the Public Health Institute (PHI) in partnership with the Johns Hopkins University (JHU) and the University of California, San Francisco (UCSF), supported by the US Agency for International Development (USAID). STAR is a Global Health talent hub. Through fellowships, internships, and strategic partnerships, STAR supports building the capacity of diverse global health professionals and organizations at all levels to make inclusive, collaborative, and innovative contributions to global health. STAR participants collaborate in the development of systems and tools that strengthen and sustain the local and global health response.



The Office of HIV/AIDS (OHA) is the focus of HIV/AIDS technical leadership for USAID and has primary responsibility for leading the Agency’s efforts within President’s Emergency Plan for AIDS Relief (PEPFAR), a $52 billion multifaceted approach to combating the disease in more than 120 countries around the world since 2003. Since the start of the COVID-19 outbreak, USAID has provided billions in more than 120 countries. Our comprehensive response spans multiple sectors and our assistance is tailored to each country’s needs.

OHA has been working with partner countries to support the public health response to COVID-19 to support the continuity of HIV/AIDS services. During the COVID-19 pandemic, PEPFAR has remained committed to supporting the provision of HIV services, while maintaining a safe healthcare environment for clients and staff. In the COVID-19 context, programs have adapted to ensure that PLHIV gets the care they need during the COVID-19 pandemic, consistent with the PEPFAR Technical Guidance.


The COVID-19 and HIV Adaptations Intern will be based in the Key Populations (KP) Branch which is part of the Priority Populations Integration and Rights (PPIR) Division in the Office of HIV/AIDS (OHA) within the Global Health Bureau. The KP Branch (GH/OHA/PPIR/KP) provides technical leadership on policies and programs relating to key populations. In support of OHA’s primary responsibility to lead the Agency’s PEPFAR response, OHA/PPIR addresses COVID-19 to ensure continuity of services and provide clinical technical assistance for the Agency’s COVID-19 response. The Branch manages one of the global projects that has taken a lead role in providing this technical assistance to host governments and has been building local capacity to manage critically ill patients, while also providing support in IPC, prevention, vaccines, oxygen ecosystems, and in strengthening the local systems. The intern will support the work of the Branch as well as contribute to OHA’s COVID-19 Cluster, which supports activities across the Office related to COVID-19 including analyses of its impacts on PEPFAR programming and supporting programmatic adaptations and innovations in the face of COVID-19.

Reporting structure:

The Intern will work closely with members of the Key Populations Branch and the COVID case management team and receive day-to-day guidance from the Senior COVID Technical Advisor. The Key Populations and Rights Branch Deputy Team Lead will serve as their Point of Contact.


By the end of the internship, the Intern will have gained experience and exposure to:

Experience in supporting the development of HIV and COVID-19 technical resources and products and developing knowledge management plans.

Exposure to and knowledge of PEPFAR’s and Global Health Bureau’s American Rescue Plan Act (ARPA) programming, programmatic data and communications/webinars and how it relates to OHA’s COVID-19/HIV response activities.

Experience developing and maintaining OHA COVID-19-specific trackers and providing routine updates to the Branch and the COVID-case management team members.

Experience supporting program management and administration of OHA central awards.

Essential Duties:

Support the development of products to assist with programming and managing ARPA funds, including but not limited to templates, briefers, reports, webinars and presentations, including presentations demonstrating the range of COVID-19 activities and adaptations to HIV programming, especially for key populations.

Support development of draft knowledge management plan for the ARPA activity documentation including effective processes/systems for managing and archiving information.

Develop and maintain OHA ARPA-specific trackers.

Document the range of PEPFAR ARPA-funded activities supporting PEPFAR’s youth, KP, DREAMS and OVC programs.

Support the OHA COVID-19 case management team with tasks including agenda setting, note-taking, following up on identified action items, and contributing to deliverables as requested.

Provide support for meetings and communication with regional bureaus to update on COVID-19 activities, including its effect on PEPFAR programs.

Assist in the planning and analysis of data reviews to assess COVID-19 impact, including its impact on PEPFAR programming, using indicators developed by USAID.

Support organization and execution of OHA-organized knowledge sharing webinars between USAID operating units, ARPA implementing partners, and the PEPFAR interagency.

Deepen understanding of USAID global health programming, policies and organizational culture.


Currently enrolled masters or other post-bachelor’s degree candidate (including nursing, public health, physician assistant, medical degree or related field) or completion of such within the past 12 months.

Knowledge of public health practices, infectious diseases, disease control, and epidemiologic methods.

Ability to analyze data from different sources/databases utilizing multiple data analytic platforms and to create and present data visuals.

Strong interpersonal, facilitation and team-building skills, and ability to work cross-culturally with diverse teams.

Demonstrated innovative thinking and problem-solving skills.

Excellent analytical, written, and oral communication skills.

US citizenship or US permanent residency required.

Additional skills (preferred):

Experience implementing global health programming.

Knowledge of United States government programming.

Knowledge of public health and HIV/AIDS and the impact of COVID-19.

Experience in public health emergencies.
