This Opportunity:
The United States Agency for International Development (USAID) plans to establish a five-year project to strengthen community resilience in targeted areas of Central Asia. The activity will work with government and non-governmental entities to identify the evolving risk to Central Asia, but approaches will be tailored on a country-by-country basis. The activity will work at the grass-roots level with vulnerable groups and communities at risk for community marginalization and women as a unifying force to support those at risk for community marginalization. The goal of the new activity is to significantly decrease the upward trend of young people and communities turning to violent groups by providing them with greater social cohesion and opportunities.

This is a full-time position and contingent upon contract award. Country managers can be in Bishkek, Kyrgyzstan; Tashkent, Uzbekistan; or Dushanbe, Tajikistan.

Reporting and Supervision:
The Country Manager will have direct supervisory authorities over the finance, operations, and program teams and will report directly to the Chief of Party.

Primary Duties and Responsibilities:
Serve as a member of the senior leadership team of the program and support the Chief of Party in oversight of project staff and activities in country
Collaborate with different stakeholders include public and private organizations, civil society and non-profit organizations, and grantees to facilitate project
Oversee all programmatic functions including work plans, budgets, quarterly/annual reporting, and effective implementation of program strategy
Maintain effective and open communication throughout the project with Chief of Party, USAID, Technical Leads, project operations teams, and other relevant stakeholders
Represent the project at meetings and events held in country with industry associations, NGOs, non-profits, and other public and private stakeholders
Work with the Chief of Party and other project staff to continuously refine implementation processes by integrating lessons learned and best practices
Ensure program implementation meets Palladium and USAID regulations and procedures
In collaboration with the local staff in-country, identify program opportunities and potential local partners as needed
In collaboration with the M&E team, ensure relevant staff use, maintain and regularly upload data to the project M&E system
Perform other related duties and responsibilities as assigned
Key Competencies Required:
A minimum of a BA and 8 years of relevant work experience managing country offices or overseeing programmatic, finance, administration, and operations activities for complex and large-scale donor funded programs; or MA and 6 years of relevant work experience.
Demonstrated experience in management/supervisory role; minimum 4 years or senior management positions for USAID programs
Demonstrated leadership, strategic thinking and planning, management, and presentation skills
Demonstrated experience coordinating and collaborating with stakeholders
Experience in monitoring and documenting project activities and outcomes
Excellent communications, organizational, and interpersonal skills
Knowledge of USAID policies, procedures, and reporting requirements preferred
Professional English and Russian language abilities (reading/writing/speaking)
