CONSULTANCY TO REVIEW AND SUPPORT THE RWANDA HEALTHCARE FEDERATION
(RHF) TO DEVELOP A FIVE-YEAR STRATEGIC PLAN

Project Overview:

Palladium is currently implementing the Rwanda Health
Systems Activity (RIHSA), a three-year USAID-funded task order (72069620F00001)
designed to support the MOH in strengthening Rwanda’s health system to provide
quality health care for Rwandans while building the capacity of the GOR to move
away from a donor-financed health system towards a self-reliant system. The
Activity is implemented by a consortium led by Palladium International LLC
(Palladium) in partnership with RTI International, the Council for Health
Service Accreditation of Southern Africa (COHSASA), Zenysis Technologies, and
the Rwanda Agency for Accreditation and Quality of Healthcare (RAAQH). The
project is aimed at achieving two major objectives:

  1. Reduce financial barriers to health care through a mix of public and private interventions and provide tools for improved domestic resource mobilization and improve health care financing for the GOR.
  2. Improve the quality of essential health services at national, facility and community levels utilizing a health systems approach.

Through a focus on financing and quality, RIHSA provides
technical assistance to the GOR on various strategies, tools and approaches
that will allow Rwanda to sustainably fund its healthcare system and provide
quality care at all levels. Private Sector Engagement (PSE) is integral in
RIHSA’s ongoing support to the health system particularly in the creation of an
enabling environment for strengthening of the stewardship and participation of the
private sector in meeting the increasing health needs of a growing population.

Context:

Rwanda’s private health sector has an increasing role to
play in the efforts toward universal health coverage. As an umbrella
organization, the Rwanda Healthcare Federation (RHF) coordinates and represents
the interests of the private health sector stakeholders, including associations
of healthcare providers, health NGOs and the professional associations. With
support from the USAID Rwanda Integrated Health Systems Activity (RIHSA), RHF
seeks to bolster a strong, organized private sector that has the capacity to influence
policy reforms and contribute to the country’s health sector outcomes. In this
regard, RIHSA is seeking to recruit a consultant to support the RHF develop a
five-year strategic plan.

Objective of the Assignment

RIHSA is seeking to hire a consultant to support and lead
RHF staff, members, partners, and board in a participatory strategic planning
process, ensuring a sense of ownership and engaging meaningfully with key
stakeholders. The main outcome of the assignment is a five-year strategic plan
for the period 2022-2027 which will set the long-term direction for the
implementation of RHF’s mandate.

Scope of Work 

The scope of work for the Consultant will include but not
be limited to:

  • Review the RHF vision, mission as well as previous strategic plans
  • Review the RHF organizational needs assessment report to identify constraints and opportunities for growth and development and, if required, complement it with a situation analysis of RHF operations which may include a stakeholder mapping and analysis
  • Through a consultative process and application of an appropriate tool of analysis, identify focus areas and develop strategic objectives and key result areas/ deliverables
  • Ensure the strategic plan contains a feasible and realistic strategy to achieve its objectives and key results
  • Develop a results and resources framework for the plan period including methodology and tools for evaluating outcomes
  • Present the preliminary results in a stakeholders’ workshop for feedback and validation
  • Facilitate and lead the RHF towards finalizing the Strategic plan.

Expected Outputs/Deliverables

The consultancy is expected to produce the following deliverables:

  1. A five-year strategic plan including a results and resources framework.
  2. Report of not more than 10 pages on the process for the development of the strategic plan, including stakeholder consultations and workshops.

Timeline

 The consultancy is expected to be implemented within a
timeframe of five weeks with a level of effort of up to 25 working days,
starting from the date the contract is signed.

 Contract Type

 This consultancy will be a fixed price deliverables-based
contract. Acceptance of the deliverables will be determined by the project’s
Health Financing Director. Final approval will be required by the Chief of
Party.

 Selection Criteria

RIHSA seeks to recruit a local consultant although
international consultants can also apply if they can sufficiently demonstrate
knowledge of and experience with the Rwandan health sector. Applications will
be evaluated based on the consultant’s technical capacity and price.

  1. Quality of technical proposal and
    proposed methodology including demonstration of how the applicant would lead
    and guide the RHF on the process of developing the strategic plan in a way
    that it contains the right framework, methodology, tools, etc. – 30%
  2. Applicant’s
    relevant capacity and demonstrated experience in past performance in
    conducting similar or related assessments – 40%
  3. Qualifications
    of the consultant – 10%
  4. Price – 20%

All proposals received will be evaluated based on the above
criteria. Negotiations will be held with the candidate that scores the highest score.

The application proposal must include:

  1. Technical proposal including: a) Proposed methodology for developing the Strategic Plan; b) How the applicant would lead and guide the RHF on the process of developing the strategic plan in a way that it contains the right framework, methodology, tools, etc.
  2. A description of the applicant’s relevant capacity and past performance, including, if possible, a description of three recent similar examples of work undertaken by the consultant, accompanied by client references who may be contacted. The name, position and contact details should be included for each reference.
  3. Applicant ‘s updated CV (no more than 4 pages) and Notarized copies of academic credentials.
  4. Cost Proposal detailing the proposed daily rate and all logistical costs. N.B: All costs should include all applicable local taxes. Proof of daily rate should be provided. Prices included in the financial proposal should be reasonable.

 Required Qualifications:

  • Master’s degree in Public Health, Economics, Business Administration, Social Sciences, Health Policy, health services management or related degree, with proven knowledge and experience within the Rwanda private health sector
  • Extensive knowledge and experience in strategic planning and development – at least 5 years’ experience in successfully conducting similar assessments
  • Possess knowledge in the general social, economic and political environment that influences the health sector landscape in Rwanda
  • Excellent and proven analytical skills
  • Understanding of participatory approaches to management and operations
  • Fluency in English and French (or fluency in one language and working knowledge of other).
  • Good communication and diplomacy skills.
