Project Overview
& Position

The Chief of Party is a full-time position
for an upcoming opportunity in Mozambique for Improved Family Planning
Initiative to improve maternal and child (MCH) by enabling
women and couples to achieve their reproductive intentions.  It
will improve the health of women and couples through increased access and
utilization of family planning, maternal and child health and reinforce high
impact interventions including service delivery, quality improvement of health
services, social behavior and communications change, and stakeholder engagement.
This activity will contribute to the overall developmental goals outlined in
the Country Development Coordination Strategy (CDCS) for Mozambique. The Chief
of Party (COP) shall provide overall leadership, program management and oversight,
and serve as principal liaison to USAID and the Ministry of Health (MOH).

 This position will
be based in Maputo and is contingent upon contract award to Palladium.

Key Responsibilities: 

  • Ensures project inputs, program strategy, external representation and coordination with key stakeholders, USAID, MOH, and other donors within the sector and other programs and implementing partners, as necessary.
  • Provides overall leadership, strategic guidance, vision, and management to staff and the overall project team, including staff, consultants, and partner organizations.
  • Provides strategic vision on program sustainability and resilience.
  • Establishes quality control standards in-line with the country, USAID and Palladium’s standards.
  • Ensures the strategic and functional integration of all technical areas as well as strong collaboration with donors, other implementing partners, and counterparts
  • Serve as the project’s primary point of contact with USAID, other implementing partners, MOH, and other stakeholders; ensure alignment and harmonization with other programs where appropriate, including public/private sector partnerships.
  • Oversee budget implementation and financial management, working closely with the Finance & Operations Director; ensure the project’s preparedness for USAID audit.
  • Is responsible for meeting contractual obligations, producing deliverables and targets, and achieving project results as specified by USAID.
  • Oversees project planning, contributes technical expertise as necessary to Mozambique Improved Family Planning Initiative (IFPI) implementation, with a focus on results and financial accountability for all project activities.
  • Provides strategic vision on program sustainability and resilience.
  • Leads and advises on best governance principles, including ownership, inclusiveness, transparency, accountability, integrity, and ethical standards.
  • Balances the interests of various stakeholders and supports participatory governance through multisectoral partnerships.
  • Ensure interventions reflect high technical quality and are in line with the project’s scope of work.
  • Communicates/works with health sector leaders in Mozambique, including MOH, subnational health sector leaders, and key stakeholders at the national level.
  • Lead and manage staff professional development to build their capacity and strengthen competency and professional development.
  • Represents the project to USAID, government, senior policymakers, and in professional and donor forums.

 

Candidate Requirements

  • Extensive experience managing and implementing primary health care programs in international settings, preferably in Africa.
  • A background in public health with significant USAID program management experience in at two or more of the following areas: maternal and child health, family planning, child health, and nutrition with significant experience in project management.
  • Extensive experience in a senior management role for a complex health development program.
  • Extensive years of experience successfully supervising technical and professional staff.
  • Experience working in low- and middle- income countries (LMICs).
  • Strong interpersonal, writing, presentation, and organizational skills required.
  • Demonstrated problem solving, analytic, financial, and evaluative skills.
  • Knowledge of project management methodology.
  • Attention to detail and ability to perform multiple tasks and balance competing priorities effectively within required timeline.
  • Ability to respond and adapt quickly to changing requirements and competing demands.
  • Must be willing to live and travel within Mozambique.
  • Ability to take initiative and/or respond independently to situations.
  • Must have professional fluency in written, spoken and presentation Portuguese and English.
  • Proficient in the use of Microsoft Office.
