Background:

The Equitable and Resilient Finance project in Colombia seeks to improve the supply and demand of formal financial services in rural, underserved and conflict-affected regions, and it will mobilize long-term capital for USAID/Colombia’s programming and Country Development and Cooperation Strategy (CDCS) objectives. The anticipated project objectives are to increase financial capacity in target individuals and communities, facilitate an improved ecosystem for the financial inclusion of underserved populations, achieve increased mobilization of long-term financial capital in USAID’s priority sectors, and mobilize $200 million long-term financial investments towards CDCS objectives. 

Purpose of Position

Palladium seeks a Chief of Party to lead the USAID-funded Equitable and Resilient Finance project in Colombia. The Chief of Party will report directly to Palladium’s Home Office Project Director. S/he will serve as the primary contact for USAID and will liaise directly with the donor representatives and other stakeholders.

 Primary Duties and Responsibilities: 

– Lead program implementation and oversee project staff and activities to achieve project goals and objectives in a timely and cost-effective manner 
– Lead and/or review and monitor programmatic functions, i.e., development of work plans, budgets, quarterly/annual reports, and ensure effective implementation of program strategy as articulated by in the work plan 
– Oversee the recruitment, orientation, and performance of senior staff and development of middle management staff 
– Collaborate with different stakeholders to foster country-driven, inclusive, locally-relevant strategies to improve and assure increased financial literacy among target individuals and communities, access to financial services, and an ecosystem for financial inclusion of underserved populations 
– In collaboration with the local staff in-country, identify program opportunities and potential local partners as needed 
– Maintain effective and open communication throughout the project with USAID, Project Director, project operations teams, and other relevant stakeholders?? 
– Represent the project at meetings and events with the Government of?Colombia, the financial sector, non-profits, and other stakeholders? 
– Ensure that program implementation is in accordance with Palladium’s and USAID’s regulations and procedures 
Perform other related duties and responsibilities as assigned 

Required Qualifications:

– Demonstrated experience in senior management positions for USAID programs of similar or greater scope and complexity? 
– Prior experience working in finance-related development projects in Colombia 
– Prior experience with several of the following areas of expertise: Colombian financial sector, financial inclusion, financial capacity building, development of the financial ecosystem, and strengthening the enabling environment to promote financial inclusion  
– Demonstrated leadership, strategic thinking and planning, management, and presentation skills 
– Excellent communications and interpersonal skills 
– Strong supervision skills managing teams 
– Written and oral proficiency in English and Spanish required 
– Experience expanding access to finance in fragile and conflict-affected settings preferred 
– Experience working in Colombia preferred 
– Experience working for large donor organizations such as USAID preferred 
– Knowledge of USAID policies, procedures, and reporting requirements preferred
