Abt Associates seeks a qualified Chief of Party to support the anticipated five-year USAID-funded project managing a capital fund for Frontier Health Markets. This project will utilize US government resources as catalytic capital to leverage private sector investment in the health care space in Africa, Asia, and Latin America. The position will be based in Abt’s Rockville, Maryland office and is contingent upon project award.
Key Roles and Responsibilities
Provide overall leadership, strategic direction, and management for the program
Serve as the primary liaison with USAID-GH, subcontractors/sub-awardees, technical experts, and other USG and USAID-partners
Provide overall technical, administrative, and quality assurance, financial management leadership and oversight to the project
Supervise the project team to ensure a focus on core results, achievement of annual work plan targets, and timely/effective implementation
Monitor the progress and pace of project implementation, assuring that the full potential of the program is realized through the promotion of high-quality work and internal controls
Serve as a thought leader on improving access to capital and promoting growth of local healthcare businesses, including representing the program at high-level events
Experience working with the USAID and managing international development projects as a senior manager

Established knowledge of global health markets, access to finance, and social enterprises in low- and middle-income markets
Understanding of blended finance and use of innovative financing mechanisms
Demonstrated ability to convene, work, and coordinate effectively with a wide variety of stakeholders including private sector partners, technical experts, and USG partners
Strong networks across global health, social entrepreneurship, and impact investing
Excellent interpersonal, managerial, organizational, oral and written communication skills, and proven leadership abilities within a multi-partner initiative.
Strong written and verbal communication skills;
Excellent interpersonal, diplomacy, and leadership skills, including the ability to manage high-level relationships and motivate partners and subordinates across large geographies
Project management certification (PMP or PMD Pro)
Fluency in English is required; experience in a second language is preferred
MA/MBA with 13-15 years OR PhD with 8-10 years of experience OR the equivalent combination of education and experience
