Project Overview:

The purpose of the anticipated USAID/Colombia Nature Tourism Activity is to build sustainable business models for Colombia’s nature tourism that support community development, conserve the country’s rich biodiversity, and reduce drivers of land use changes. It will do so by 1) Developing the market for sustainable nature tourism in targeted destinations through strengthened supply chains, increased demand, and improved public goods and infrastructure; and 2) Improving evidence-based governance and coordination, including increased use of data, strengthened planning and management capacity, and increased stakeholder coordination.

Purpose of Position:

The Chief of Party will report to Palladium’s CENR Americas Director. S/He will serve as the primary contact for USAID and will liaise directly with the donor representatives and other stakeholders.

Duration:              5 years (2022-2027)
Location:              Colombia.

Role and Responsibilities: 

  • Lead the project team in setting and achieving project lifetime and annual goals, ensuring that it is effectively staffed and performing at the highest levels.
  • Maintain effective and open communication throughout the project with USAID, CENR Director, project operations teams, subcontractors, and other relevant stakeholders.
  • Achieve project goals and objectives in a timely and cost-effective manner.
  • Liaise and represent the project at meetings and events with the Government of Colombia, the business community, non-profits, USAID and other stakeholders.
  • Liaise with the Palladium DC and Colombia office.
  • Ensure technical and administrative excellence and compliance.
  • Champion a results-driven ethos built on effective Monitoring, Evaluation, and Learning and methodologies to promote Collaboration, Learning, and Adaptation that ensures relevance and responsiveness as program needs and opportunities arise.
  • Ensure effective communication of project successes and results to broad audiences.
  • Supervise all activities of the project, and ensure compliance with USAID regulations and Palladium procedures, including procurement, finance and administration, human resources, and sustainability.

 

Required Qualifications:

  • Prior experience in senior management of international development programs of similar or greater scope and complexity, ideally in sustainable tourism.
  • Preferably with experience as Chief of Party or Deputy Chief of Party for complex and large development assistance projects (+USD $20 M).
  • Prior experience in Latin American region required (experience in Colombia or similar economy highly preferred).
  • Prior experience in one or more of the following areas of expertise: tourism development, market systems development, capacity building, value chain development, and sustainable economic growth in conflict-affected areas.
  • Knowledge in marketing and digital marketing is preferred.
  • Experience working for large donor organizations, USAID is highly preferred.
  • Knowledge of USAID policies, procedures and reporting requirements preferred.
  • Demonstrated leadership, strategic thinking and planning, management, and presentation skills required.
  • Demonstrated financial management skills, including budgeting and budget supervision.
  • Strong interpersonal and executive management skills required.
  • Strong negotiation and liaison skills with different public and private sector stakeholders.
  • Written and oral proficiency in English and Spanish required
