Project Overview and Role:

Palladium is currently accepting
applications for the anticipated Workforce Development and Job Placement
Activity and Basic Education Retention and Psychosocial Support Activity
expected to be released as addenda of the El Salvador Country Development
Cooperation Strategy (CDCS) Annual Program Statement (APS). USAID/El Salvador’s
CDCS goal is: Reduce the Drivers of Irregular Migration by Fostering a More
Self-Reliant El Salvador: Secure, Prosperous and Well-Governed. Specifically,
USAID/El Salvador will remain focused on stemming the flow of irregular
migration to the United States by addressing the root causes that drive
Salvadorans north, and, thereby, advance the country’s sustainable development.

Anticipated Roles:

 Chief of Party: Provide overall leadership,
strategic guidance, vision, and management to staff and the overall project
team, including staff, consultants, and partner organizations. Plan, direct and
coordinate technical and operational activities to ensure that project goals
and objectives are met, and prescribed timeframes and funding parameters are in
compliance with USAID regulations and Palladium’s policies. Provide overall
technical and administrative leadership to the project implementation team,
including development of strategies, budgets, work plans, MEL plans and
reporting. USAID program experience is a must with significant experience as a
Chief of Party on a USAID funded project or other donor-funded development
project. Demonstrated leadership, partnership-building, managerial, team
building and communication skills required. Fluency in Spanish and English
required.

Deputy Chief of
Party:
Support COP in
overall leadership, strategic guidance, vision, and management to staff and the
overall project team. Provide technical assistance to the project, including
development of strategies, budgets, work plans, MEL plans and reporting. USAID
program experience required with significant experience as a leader on a USAID
funded project or other donor-funded development project. Demonstrated
knowledge and experience with USAID or other donor planning and reporting
systems, operations, programming, and structure. Significant experience
managing and leading technical and administrative teams for complex development
projects. Fluence in Spanish and English required.

Director of Finance
and Operations:
 Provide
overall management of administrative operations, including logistics,
procurement, budgeting, finances, human resources, information technology,
property, and security. Oversee effective systems for project administration
and operations, including grants, subcontracts, procurement, and compliance.
Extensive senior-level experience managing finance, administration, and grants
for complex and large-scale donor funded programs. Significant experience in
the management of programs of the same complexity and size. In-depth knowledge
of USAID financial management rules and regulations, and reporting
requirements. Fluency in Spanish and English required.

Grants Manager: Manage and administer
subgrants, leading inception, implementation, and closeout activities,
including preparation of subgrant briefing materials, required approvals,
allowances, funding, procurement, property inventory, and audit file
documentation. Provide technical and
administrative support to build the capacity of local sub-grantees to
effectively manage grants and achieve results. Extensive experience in USAID grants
management and compliance required. Comprehensive knowledge of cost
reimbursable, T&M, and fixed price grant mechanisms and demonstrated
ability to analyze complex compliance clauses required. Fluency in Spany, valid, and verifiable data collection,
reporting and analysis. Develop and implements framework for project results
measurement, accountability, learning and development effectiveness to measure
and report project success, including articulation of Theories of Change (ToC).
Using a Collaborate, Learn and Adapt (CLA) framework, ensures that lessons
learned, and best practices are captured, synthesized, reported, and
disseminated. Review and update the project’s MEL plan on an on-going basis.? Demonstrated
experience in gathering, organizing, and analyzing large amounts of data as
well as the ability to design manageable, transparent MEL systems that report
progress against indicators throughout the life of the project. Demonstrated
experience with complex donor-funded development projects. Fluency in Spanish
and English required.
