Project Overview and Role:

The purpose of future USAID/Timor-Leste
agriculture programming will be to strengthen Timor-Leste’s market systems for
nutritious agricultural products and the ability of enterprises and
organizations to expand their businesses eventually operating independently of
direct USAID or other development partner assistance. Building sustainable
business-to-business relationships based on mutual benefit among finance
providers, transporter-collectors, aggregators, input suppliers,
farmer-producers, wholesale-retailers, value-added processors, waste recyclers,
and community based entrepreneurs – collectively referred to as ‘value chain
actors’ or VCAs – will be a primary goal. Success will be measured by the
degree to which VCAs are able to directly participate in Timor-Leste’s
nutritious agriculture value chains and expand their enterprises without market
subsidies or direct assistance from donor-funded project staff.

 Primary Duties and Responsibilities: 

Palladium is seeking long-term candidates
with the following operational capabilities for the anticipated Nutritious
Agriculture Market Systems Activity in Timor-Leste.

Location:              Timor-Leste 

Position Requirements:

  • Advanced
    degree in business, accounting, communications, economics, finance, or
    other closely related field.
  • Excellent
    interpersonal and leaderships skills
  • Proven experience developing and finalizing high quality deliverables.
  • Experience working for large donor organizations such as USAID preferred
  • Knowledge of donor and/or USAID policies, procedures, and reporting requirements strongly preferred
  • Excellent verbal and written communication skills.
  • Written and oral proficiency in English required
  • Nationals of Timor-Leste encouraged to apply

Anticipated Roles:

Deputy Chief of Party: Support COP in overall leadership, strategic
guidance, vision, and management to staff and the overall project team. Provide
technical assistance to the project, including development of strategies,
budgets, work plans, MEL plans and reporting. USAID program experience strongly
preferred with significant experience as a leader on a USAID funded project or
other donor-funded development project. Demonstrated knowledge and experience managing
donor planning and reporting systems, operations, programming, and structure.
Significant experience managing and leading technical and administrative teams
for complex development projects. Fluence in English required.

Director of Finance and Operations: Provide overall management of
administrative operations, including logistics, procurement, budgeting,
finances, human resources, information technology, property, and security.
Oversee effective systems for project administration and operations, including
grants, subcontracts, procurement, and compliance. Extensive senior-level
experience managing finance, administration, and grants for complex and
large-scale donor funded programs. Significant experience in the management of
programs of the same complexity and size. In-depth knowledge of USAID financial
management rules and regulations, and reporting requirements. Fluency in
English required.

Grants Manager: Manage and administer subgrants, leading inception,
implementation, and closeout activities, including preparation of subgrant
briefing materials, required approvals, allowances, funding, procurement,
property inventory, and audit file documentation. Provide technical and
administrative support to build the capacity of local grantees to effectively
manage grants and achieve results. Extensive experience in USAID grants
management and compliance required. Comprehensive knowledge of cost
reimbursable, T&M, and fixed price grant mechanisms and demonstrated
ability to analyze complex compliance clauses required. Fluency in English
required.

Monitoring, Evaluation and Learning (MEL) Director:
Provide technical
leadership to capture and communicate program results, as well as ensure
high-quality, timely, valid, and verifiable data collection, reporting and
analysis. Develop and implements framework for project results measurement,
accountability, learning and development effectiveness to measure and report
project success, including articulation of Theories of Change (ToC). Using a
Collaborate, Learn and Adapt (CLA) framework, ensures that lessons learned, and
best practices are captured, synthesized, reported, and disseminated. Review
and update the project’s MEL plan on an on-going basis.? Demonstrated
experience in gathering, organizing, and analyzing large amounts of data as
well as the ability to design manageable, transparent MEL systems that report
progress against indicators throughout the life of the project. Demonstrated
experience with complex donor-funded development projects. Fluency in English
required.
