Market
Development Facility is an Australian Government funded multi-country
initiative which promotes sustainable economic development, through higher
incomes for women and men, in our partner countries. We connect individuals,
businesses, governments and NGOs with each other, and with markets at home and
abroad. This enhances investment and coordination and allows partnerships to
flourish, strengthening inclusive economic growth.
MDF
is funded by the Australian Department of Foreign Affairs (DFAT). It is
implemented by Palladium in partnership with Swisscontact.

In
Timor-Leste, MDF promotes economic diversification and poverty reduction
through a Market Systems Development approach, partnerships in agribusiness and
tourism. The team also encourages entrepreneurship by providing financial and
advisory support to innovative businesses to achieve market impact.

MDF
is recruiting a Business Adviser to grow our Timor-Leste team.

This
is a unique opportunity to be part of a dynamic and dedicated team working to

This
role offers diversity of tasks, particularly in analysing markets and economy
sectors, and identifying innovative solutions to unlock markets, to help individuals,
suppliers, businesses, and the Timor-Leste economy.

The
position is perfect for someone with preferably a Tourism or Agricultural
background, looking to apply their investigative skills and gain hands-on
experience in economic development in a thriving and supportive workplace.

We

Responsibilities

Working
closely as part of the Timor-Leste team this will be responsible for
delivery in a range of different areas:

Research, analysis and learning

– Analyse the sectors of the economy in a qualitative and quantitative manner, providing your insights and experiences.

– Help identify sector growth potential, constraints to growth and innovative solutions to unlock it.

– Prepare for strategy meetings and support the team in development of annual plans and annual reports by providing insights against MDF’s key performance indicators.

– Contribute to development and learning of the MDF team, DFAT and the broader community through lessons sharing, reflection, evidence gathering, in-house trainings and events participation.

Partnership / intervention management and measurement

– Be a primary point of contact and build long-term relationships with Timorese businesses.

– Communicate and negotiate with the private sector, assisting them to develop their business plans and agreements which enable them to expand their business while benefiting the community.

– Enhance the program’s performance by submitting innovative ideas and signing new partnerships.

– Manage implementation and measurement of interventions, including analyzing intervention progress by tracking activities, milestones, mitigating risks and sharing progress updates, recommendations, and improvements.

– Actively promote and encourage environmentally and socially responsible business practices.

– Work closely with the Quality and Inclusion team to construct logical results chains (flow of activities leading to impact) and measurement plans so interventions can be effectively managed and monitored.

Cross-cutting issues and compliance

– Ensure compliance of intervention and activities in line with MDF/Palladium operating guidelines; and provide necessary support to administration and finance team for intervention-related topics.

– Apply inclusion frameworks and strategies to all programme activities, including intervention guides, monitoring and assessments, strategy documents and results chains.

Other Duties

  Perform other duties as required, which are deemed necessary as directed by your manager.

Requirements

– A bachelor’s degree in economics, anthropology/sociology, agricultural sciences, international development, research or related field or equivalent professional experience preferably in Agriculture or Tourism.
– Positive attitude, an inquisitive mind and capacity and willingness to engage effectively with a diverse range of stakeholders.
– Excellent critical analysis, synthesis, and English language skills (written and verbal), combined with the ability to translate complex findings and ideas into simple, clear and actionable content.
– Willingness to travel extensively within country.
– Creative skills and conceptual problem-solving abilities contributing to new and innovative ideas.
– Familiarity with issues affecting the local economy, business environment and international trends in business (highly desirable).
– The ability to work well either individually or as part of a team to meet tight deadlines.

Desirable skills and experience

– Excellent written and spoken Tetun language skills
– A post graduate degree or qualification in a related discipline

position is open to nationals of the country of assignment and permanent
residents with authority to live and work in the country of assignment. Rates
of pay are based on local labour standards.
