The Ministry of Health (MoH) in Eswatini strives to achieve Universal Health Coverage by enabling equitable access to quality health services for their population as outlined in their Essential Health Care Package (EHCP). Over the past three years, CHAI has been partnering with the MoH to strengthen Public Financial Management (PFM) and scale up delivery of the EHCP across all levels of care and to ensure essential services are available at Primary Healthcare (PHC) facilities.
CHAI is seeking an Associate to support the MoH to strengthen PFM and support the systematic scale-up of EHCP services across the health system. The Associate will work across MoH departments to build and inform evidence-based decision to scale up EHCP and overcome supply chain, budget forecasting, and procurement barriers that can undermine provision of standardized, high-quality care at health facilities.
The Associate must be a highly motivated, entrepreneurial individual with outstanding problem-solving, analytical and communication skills. They must be able to function independently and be a thought partner to the team and the MoH. This position is based in Mbabane, Eswatini and reports to the CHAI Sustainable Health Financing Program Manager.
Responsibilities
The Associate will be responsible for providing the MoH with analytical support, informed evidence-based advice and innovative ideas that can be practically implemented as they navigate PFM processes and service delivery decision making.
The Associate’s primary responsibilities will include (but will not be limited to):
Support central-level policy decision on essential health service inputs (e.g., drugs, equipment, commodities) in addressing relevant supply chain and budget/procurement forecasting operations that could facilitate standardized service delivery aligned with EHCP scale-up priorities
Support budget development and execution practices at facility and central levels
Support the MoH planning office and Financial Controller in evaluating budget utilization for key MoH programs and service delivery units
Identify opportunities for improving service delivery through efficient use of funds and resources, both at central and facility level
Supporting analysis that informs the design and implementation of policies related to health financing
Support the Sexual and Reproductive Health (SRH) unit to understand barriers to accessing quality SRH services (including adolescent friendly health services in PHCs), and provide sustainable solution to improve access and service provision
Support quantitative analysis to understand the resource needs required for EHCP scale up through an evidence informed scale up of high impact Maternal Newborn and Child Health Services (MNCH) services
Work with other stakeholders and external experts as needed; and
Other responsibilities as requested by supervisor.

Bachelor’s degree and at least 3-5 years of professional experience in economics, public health, policy/planning, management consulting, or other relevant private and public health sector experience;
Exceptional diplomatic and interpersonal skills, and able to build strong professional relationships with a range of stakeholders in a challenging, multi-cultural environment;
Robust problem-solving skills, quantitative and qualitative analytical capabilities;
Strong written and oral communication skills, including ability to communicate effectively while addressing a broad-ranged audience;
Ability to work independently and effectively in high-pressure, fast-paced environment and handle multiple tasks simultaneously;
Potential to take on increasing levels of responsibility and leadership on the team; and
High level of proficiency in relevant computer applications, particularly Microsoft Excel, PowerPoint, and Word.
Advantages
Master’s degree in public health, health economics, health management or other relevant field;
Experience working on national universal health coverage implementation strategies, sexual and reproductive health and rights interventions, health service quality improvement is a plus;
Experience working in public health and with international organizations; and
Familiarity with a broad range of key global health issues, including health systems challenges in developing countries.
