About Accelerating Support to Advanced Local Partners (ASAP)
ASAP is funded through an Indefinite Delivery, Indefinite Quantity Contract (IDIQ) led by IntraHealth. The purpose of the contract is to rapidly prepare Local Partners to have the capabilities and resources to serve as Prime Partners for USAID/U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) programming, in compliance with USAID and PEPFAR procedures, for PEPFAR program implementation in FY20 and FY21.
Summary of Role
IntraHealth International is seeking a contracts specialist to be based in the Washington, DC office. The contracts specialist will support the ASAP project team internal procedures and provide quality capacity development to local organizations in subaward management. S/he will maintain a database of preferred vendors and refresh preferred vendor competitions on at least an annual basis will establish and maintain positive working relationships with internal and external clients globally. S/he will report to the director of ASAP, with a dotted line to the HQ CG manager.
Establish close working relationships with IntraHealth headquarters Contracts and Grants Department and other HQ departments.
Provide input on effective and efficient subcontracting strategies, industry best practices, and compliance with IntraHealth and USAID contract requirements.
Liaise with subcontractors and consultants during the negotiation of agreements and in the collection of deliverables and invoices.
PROCUREMENT & CONTRACT MANAGEMENT
Update procurement plans on at least annually and based on budgeted activities in coordination with the Director and the Contracts and Grants Manager.
Establish selection criteria for tender opportunities in coordination with the ASAP director.
Prepare bid templates and guidance for subcontractor organizations and consultants in preparation for the bidding process.
Monitor the mailbox for incoming bids and manage the question and answer period.
Carry out administrative tasks as secretary of the procurement committee, including scheduling the review and evaluation of bids, preparing and collecting conflict of interest & bid confidentiality forms before emails/envelopes are opened; drafting and keeping the minutes of all meetings of the evaluation committee, along with relevant records and documents; registering attendance to meetings and compiling the evaluation report and its supporting annexes.
Review subcontractor budgets and rates for cost allowability, reasonableness and realism in relation to proposed scopes of work. Negotiate rates as applicable.
Run Amber Road requests.
Prepare and submit the Purchase Requisition Form (PRF), evaluation Report and supporting documentation, checklist and draft contract , as necessary.
Send notifications to successful and unsuccessful bidders.
Draft request to subcontract communications and submit to the HQ C&G Manager for approval and submission to the USAID contract officer.
Review procurement requests (consultant and service agreements, purchase orders, leases) for accuracy and compliance with IntraHealth policy and procedures and award conditions.
Seek prior approvals, waivers and requests for modifications from funders, as applicable.
Maintain subcontractor and consultant files for audit and record retention purposes.
Provide technical assistance in the area of subaward management to develop the capacity of local partners to be prime recipients and consortia leads. Assistance in this area will cover cradle-to-grave subaward management and include: developing training on subaward management, , contract negotiation, development of templates with flow-down provisions and subrecipient monitoring.
Bachelors with eight years experience or Masters Degree with four years experience Business Administration, Finance, or related field.
Experience preparing procurements and associated competitive efforts.
Expert knowledge of USAID Acquisition Regulation (AIDAR) or Federal Acquisition Regulation (FAR) and practices, preferred.
Demonstrated experience in managing IDIQ type contracts.
Ability to develop and implement training on subaward management.
Attention to detail and excellent time management skills.
Ability to independently exercise judgment and to work both independently and as a member of a team
Ability to use various Microsoft applications, such as Excel, Word, Outlook, Teams and SharePoint, to support procurement efforts and associated communications.
English required, French and Portuguese preferred.
