STAR PROGRAM DESCRIPTION
Sustaining Technical and Analytic Resources (STAR) is a project of the Public Health Institute (PHI) in partnership with the Johns Hopkins University (JHU) and the University of California, San Francisco (UCSF), supported by the US Agency for International Development (USAID). STAR is a Global Health talent hub. Through fellowships, internships, and strategic partnerships, STAR supports building the capacity of diverse global health professionals and organizations at all levels to make inclusive, collaborative, and innovative contributions to global health. STAR participants collaborate in the development of systems and tools that strengthen and sustain the local and global health response.
The Office of HIV/AIDS (OHA) is the focus of HIV/AIDS technical leadership for USAID and has primary responsibility for leading the Agency’s efforts within President’s Emergency Plan for AIDS Relief (PEPFAR), a $52 billion multifaceted approach to combating the disease in more than 120 countries around the world since 2003. In cooperation with the US Department of State’s Office of the US Global AIDS Coordinator (OGAC), other US Government (USG) partners, international organizations, and nongovernmental organizations, USAID provides global technical leadership on the full range of issues related to HIV/AIDS prevention, care, and treatment; manages numerous research and field support programs; and monitors the impact of the Agency’s HIV/AIDS programs. In this endeavor, USAID works very closely with a range of USG agencies involved in the fight against AIDS, such as the US Centers for Disease Control and Prevention, Department of Defense, and Peace Corps. The Adult Clinical Branch-Treatment Cluster Intern (Intern) will be assigned to the Prevention, Care and Treatment Division of OHA within the Bureau for Global Health. The Adult Clinical Branch provides scientific and clinical expertise to minimize HIV mortality and reduce HIV transmission through the effective identification and treatment of people living with HIV and HIV/TB co-infection. The branch plays a central role in providing medical, technical, and programmatic expertise to support PEPFAR priorities and to ensure 95% of identified PLHIV are on ART and supported with high quality patient-centered programming that reduces morbidity and mortality, promotes lifelong retention, and achieves consistent rates of virologic suppression >95%
The Intern will work closely with Adult Clinical Branch team and receive technical guidance from the Treatment Growth, Retention, and Viral Load Suppression Technical cluster ACB lead, who will serve as their Point of Contact.
By the end of the internship, the Intern will have gained experience and exposure to:
Adult HIV/AIDS clinical services, existing gaps, and identifying opportunities for innovation as well as overall program management.
Development of products from the OHA Treatment Growth, Retention, and Viral Load Suppression Cluster, including but not limited to evidence-based briefers, journal club discussions, establishing south-to-south learning collaboratives in order to accelerate implementation of specific PEPFAR strategies to enroll and retain individuals in high-priority USAID HIV treatment programs and to ensure high-quality patient-centered services.
Development of programmatic tools that will assist in implementing and monitoring USAID’s HIV treatment technical priorities (e.g. adolescent and young adult case management strategies, uptake of multi-month prescribing).
Assist in the analysis and presentation of monthly high-frequency reporting (HFR) data and quarterly global PEPFAR programmatic data for USAID HIV treatment programs for dissemination to the wider OHA audience and to inform strategic decision-making for USAID and to prioritize technical assistance needs.
Support implementation and monitoring of care and treatment technical priorities, such as client-centered models of care for retention in care, treatment adherence, viral load suppression and scale-up.
Participate in the preparation of literature reviews, technical briefs, and other analytical work related to adult clinical services to facilitate communications to technical points of contact in the field and collaborating branches within OHA.
Participate in HQ-based technical assistance to field teams, including logistics coordination, research and data analysis as needed to support the project.
Support OHA’s care and treatment priority activities, including assisting with convening of implementing partner meetings, engagement in Inter-agency technical work, and providing technical assistance as needed with HIV care and treatment activities underused agreements and contracts.
Attend program-related events within and outside USAID as requested.
Assist as needed on targeted support during development of FY2020 country-level USAID HIV treatment program assessments and targeted support to review USAID treatment priorities in the Country Operational Plan FY2021 (COP21) processes.
Possible assistance on in-country or virtual technical assistance visits as needed, pending resolution of COVID-related travel restrictions.

Anticipated learning outcomes:
All STAR Interns will participate in learning activities (*required 10% time) during their internship. By the end of the internship, the Intern will be able to:

Gain exposure to program management and adult HIV/AIDS clinical services through global health programming.
Apply effective communication skills across a broad network of peers and advisors within global health to support learning and professional development.
Develop a global health focused career plan with a mentor.
Currently enrolled masters or other post-bachelor’s degree candidate, including nursing, physician assistant or medical degree candidates, or completion of such within the past 12 months.
Experience with HIV clinical programs, experience either studying or implementing HIV clinical treatment services.
Ability to analyze data from different sources/databases utilizing multiple data analytic platforms. Familiarity with Excel is preferable,
Ability to create and present data visuals.
Strong interpersonal, facilitation and team building skills, and ability to work cross-culturally with diverse teams.
Demonstrated innovative thinking and problem-solving skills.
Excellent analytical, written, and oral communication skills.
This position may require travel. Ability to participate in a 1-2-week virtual or in-person field experience (in-person experience may involve domestic and/or international travel and overnight) stays for up to 2 weeks.
US citizenship or US permanent residency required.
Additional skills (preferred):
Knowledge of HIV/AIDS.
Fluency in Spanish, French or Portuguese.
