Panagora Group, a small business providing novel and integrated solutions in global health, development, and learning, seeks a biodiversity specialist with experience in USAID activity design under our USAID/India, Collaborating, Learning and Adapting in India Mechanism (CLAIM) Activity. The biodiversity specialist will be part of a pool of short-term technical experts that will provide support to Panagora in designing activity descriptions and solicitations for USAID/India’s development objectives.
Review USAID/India’s past and current portfolio in biodiversity and wildlife conservation.
Analyze existing polices and programs of national and subnational governments, other donors, NGOs, CSOs, and private sector
Identify needs in existing areas of biodiversity conservation, as well opportunities in new areas such as private sector involvement, and wildlife trafficking.
Organize remote meetings with host country governments, non-governmental organizations and other actors involved in the relevant project/development objective.
Carry out meetings with our client’s representatives and facilitate direct dialogue between existing partners and agencies (including NGOs, U.S. government agencies, researchers, private sector, and other international donors), to capture perspectives on topics relevant to the activity.
Develop, in consultation with USAID mission counterparts, systems maps or situation models to identify drivers and direct threats to biodiversity to inform activity strategies and intervention design.
Inform and contribute to activity solicitation narrative as requested by Mission counterparts.
Review the relevant PAD and confirm that activities are aligned with their associated project.
natural resource management
Provide a final report that details the context and relationship to USAID/India’s project description, and summary of conclusions and analyses.
PhD and 8+ years of experience or Master’s and 12+ years of experience. Degree in Biology, Biodiversity, Conservation or other relevant subjects
At least 10 years of experience in policy, program design and/or project management in natural resource management or similar
Proven operational research, evaluation, and program design experience for USAID or other donors
Demonstrated skills in drafting policy and program documents (writing samples required)
Experience in organizing and facilitating collaborative workshops
Experience in India or South Asia
Experience in use of systems mapping, situation model tools for program assessments and design in natural resource management, biodiversity, and conservation
Experience with stakeholder consultations (private sector, government, community organizations)
Exceptional communication skills in English, both verbally and in writing
