This Opportunity:
The Manager, Cost & Pricing will be responsible for leading the development of effective financial proposals for a range of clients. The role is also expected to provide strategic advice to Portfolio Leads, Capture Managers, and Proposal Coordinators. The incumbent must have the capacity to bridge project technical approaches with consequent costs and rates of return.

Reporting and Supervision:
This position reports to the Senior Manager, Pricing & Value Analytics
There is a dotted line reporting structure to proposal-team specific Capture Managers and Portfolio Leads
The position will oversee assigned Cost Volume Coordinators for specific bids, and provide input on their performance
This position is based in Washington, DC
Primary Duties and Responsibilities:
Analyze solicitation documents for financial and strategic pricing implications
Outline cost volume and overall pricing strategy
Research salary rates, equipment costs, exchange rates, office costs, and other various cost assumptions that are used in the development of a commercial proposal
Obtain, analyze, and incorporate pricing strategy inputs
Ensure alignment with technical and management sections of proposal
Apply Palladium’s and client’s policies and procedures to pricing strategy and cost volume
Lead subcontractor negotiations
Lead and support continuous improvement efforts such as new tools and templates and knowledge management
Perform other tasks that may be assigned as necessary
Key Competencies Required:
Advanced knowledge and skills in Microsoft Excel and Microsoft Word
Advanced understanding of US Government contracting requirements
Ability in developing project financial models, budgeting, and forecasting tools
Ability to convey financial concepts to non-financial managers (training, coaching, tool development)
Understanding of international development sector, and general ways of working
Understanding of project accounting and linkages to project management
High level of attention to detail and accuracy
Excellent organizational and planning skills
High standard of written and verbal communication skills
Strong inter-personal skills and the ability to balance multiple projects and deadlines
Professional Expertise/Competencies Preferred:
Ability to define and create Microsoft Excel macros, VBA, and/or SharePoint work flows
