Our Data, Informatics, and Analytical Solutions (DIAS) group is made of three portfolios that strengthen and harness digital and data ecosystems to accelerate development investments and outcomes: 1- Information Systems, 2- Monitoring, Evaluation, Learning and Analytics and 3- Digital Solutions and Transformation.
Data for Impact (D4I), funded by the United States Agency for International Development (USAID), is an associate award of MEASURE Evaluation and continues its long legacy of building evidence to improve health systems and programs. D4I supports countries to generate and use high-quality data to improve their programs, policies, and—ultimately—health outcomes. We also strengthen the technical and organizational capacity of local partners to collect, analyze, and use data to support their move to self-reliance.
Palladium is seeking a Technical Advisor, Child Protection, to provide technical and management leadership on child protection activities related to data analytics, case management information systems and monitoring and evaluation for the D4I project which is within the Monitoring, Evaluation, Learning and Analytics portfolio.

The position is based in Palladium’s Washington, DC or Chapel Hill, NC office.

Reporting and Supervision:
This position reports to the Senior Technical Advisor / D4I Child Protection Portfolio Lead
Willingness to travel and work abroad 20% of the time
Primary Duties and Responsibilities:
Activity Management (estimated 75% time):
Maintains strong, positive working relationships with clients/donors and partners within the assigned activities, including but not limited to grantees, subcontractors, and local governments
Work closely with the project management unit (PMU) for assigned project(s) –discuss all aspects of project management, such as technical, financial, compliance, personnel/human resources, and security (as applicable); ensures identified resolutions are implemented and communicated
Oversee all aspects of financial management of the assigned project(s), working closely with PMU members, to regularly budget, forecast, and review financial performance and results against forecasts
Ensure timely preparation of high-quality work plans and support implementation to achieve excellence
Identifies, monitors and actively manages, mitigates, and resolves risks to project implementation, including financial, contractual, and performance risks
Review and approve all technical documents of the assigned activities
Track D4I project benchmarks and deliverables and lead monthly updates in the project MIS
Monitor or participate in hiring, onboarding, backstopping, fielding, repatriation, and separation for expatriate and TCN field office staff
Manage communication and reporting activities to partner and donor agencies. Support the preparation of success stories, progress reports, case studies and other knowledge management products as required
Participate in related Palladium technical and quality excellence groups
Any other duties as assigned by the D4I Child Protection Portfolio Lead and/or D4I Palladium Director
Business Development (estimated 25% time)
Support business development for child protection and adjacent spaces, including developing and implementing a strategy that could include writing papers, blogs, organizing attendance or presentations at industry and relevant private-sector events (i.e., conferences, and symposia) to share and promote Palladium’s work and successes
Participate in other business development initiatives for Palladium as capture manager, lead writer, contributor to sections such as MEL, and/or reviewer
Identify staff gaps and plan for how to strengthen Palladium’s position in this and adjacent spaces
Key Competencies Required:
Experience working in one or more of the following areas: child protection, alternative care for children, case management, children living outside of family-based care
Project management experience on a USG funded project and effective relationship management with key clients and government counterparts
Experience providing technical assistance and capacity strengthening support to staff and government counterparts
Strong business development and client relationship management skills and sound problem-solving skills
Strong strategic thinking, leadership, and people skills with ability to engage a broad range of stakeholders
Excellent written and verbal communication skills; ability to effectively write technical documents in English
Professional Expertise/Competencies Preferred:
Experience leading growth and development through business development in the area of child protection and care
Experience leading monitoring, evaluation and learning activities for child protection and care projects with specific emphasis on use of information for decision making
On the ground experience implementing and using case management information systems
Experience leading, designing, and implementing digital information systems for government counterparts
Experience writing blogs/articles or communication pieces featuring work at global or regional level
Familiarity with the UN Guidelines for the Alternative Care for Children, UN Convention on the Rights of Children and other key documents
