This Opportunity:
The Data Analytics Advisor/Technical Lead is a full-time position for an upcoming award being solicited through USAID Bureau for Resilience and Food Security, Center for Water Security, Sanitation, and Hygiene (RFS/CWSSH). The purpose of the Support Services for the Informing Decisions through Evidence and Analytics-Led WSSH (IDEAL WSSH) Activity is to support USAID stakeholders to make evidence-informed routine WSSH related decisions. To achieve this goal, USAID has four primary objectives: Objective 1: Compile decision support systems that transform raw data inputs into decision-ready insights for specific USAID or implementing partner decisions. Objective 2: Support decision-makers in transforming insights into action. Objective 3: Provide customized data solutions to UAID OUs through buy-ins. Objective 4: Strengthen WSSH data creation, standardization, harmonization, and analysis efforts to fill critical gaps.

Reporting & Supervision:
The Data Analytics Advisor/Technical Lead will liaise with the technical team and have primary supervisory authority over technical content to be submitted to USAID. The Data Analytics Advisor/Technical Lead will report directly to the Chief of Party.

Primary Duties and Responsibilities:
Coordinate activities related to WSSH data and its contribution to improved decision-making outcomes for USAID and IPs.
Provide direct guidance and technical assistance to IPs and USG staff affiliated with WSSH data use activities.
Coordinate the development of required umbrella protocols for the project as well as provide feedback to all IPs with individual data systems on appropriate collection of high-quality data towards monitoring WSSH related data concerns.
Conceptualization of study, protocol development, contribute to workplan development, oversight of data analysis and data use activities, ensuring protocol adherence and scientific standards are maintained, maintain data quality, and publication of study findings.
Ensure data collection and management is timely, accurate and complete.
Analyze data from existing electronic platforms and produce abstracts, manuscripts, presentations, etc. to be presented at conferences or submitted for publication in peer-reviewed journals.
Provide TA to inform the generation and maintenance of dynamic information products that ingest data from multiple sources of various types. The TA will cover the entire continuum of individual level data management: collection, transmission, collation, analysis, and interpretation.
Work with IPs and other partners on deeper interrogation, analysis and triangulation of existing evaluation, research, and program data (electronic or otherwise) to better inform project efforts.
Assessment, supervision, activity participation, and conference attendance as necessary and represent the project at national and international conferences and meetings.
Produce training material for data use, operational research and facilitate stakeholder training.
Key Competencies Required:
12 or more years of progressively responsible experience in the fields of data analytics, data demand and use, and/or research experience within water, WSSH, and/or food security.
Graduate degree in international relations, data analytics, political science, or a related field.
Must have a high-level of detailed understanding of the structure and functions of USAIDs decision-making surrounding WSSH related activities.
Must have technical knowledge of WSSH, statistical analysis, and issues related to water and/or food security as they relate to this program.
Publications widely with at least three first-author publications in reputable journals.
Must have technical experience and knowledge in managing research projects and resources.
Must be able to mentor project teams and workgroups on program research, manuscript, and abstract writing.
Must be able to devise innovative methods to manage both aggregate and individual level data to inform WSSH-related decision making.
Must demonstrate experience in managing large datasets from program/survey/surveillance data.
Professional Expertise/Competencies Preferred:
Experience working with programming languages such as python, R, etc.
Experience working with geospatial datasets
