Purpose of Position
The Digital Solutions and Transformation
Portfolio within the Data Informatics and Analytical Solutions (DIAS) Community
of Practice is seeking a Senior Technical Manager for Digital Health Innovations
to be based in the US. The DIAS
Practice is a dynamic and innovative group with talented and passionate members,
working together to disrupt, strengthen and harness
digital and data ecosystems to accelerate development investments and outcomes.
The Senior Technical Manager will provide technical
leadership, oversight and strategic direction to digital health activities
across Palladium projects and initiatives. Specifically, the Senior Technical Manager
will work with project managers to understand the context and needs and develop
strategies for applying wide-ranging digital health interventions. The Senior Technical
Manager will coordinate staff resources to support implementation of digital
health activities across multiple countries and provide technical leadership
and management to an assigned set of projects. The Senior Technical Manager
will also lead strategic growth and innovation for digital health futures, identifying
opportunities in new markets and countries, building partnerships and leading
responses to proposal development.
This position may entail approximately 25%
of overseas travel.
Primary responsibilities:
The primary responsibilities of the Senior Technical
Manager, Digital Health are:
Technical
Management, Strategy and Growth (70%)
- Lead engagement with Palladium Portfolio Leads and project managers for digital health innovations, including strategy, partnership, design and implementation, and disruptive innovation considerations by establishing a strategic approach to integrate digital health activities and services within Palladium’s Health projects taking into account strategic countries, clients, partners and competitors and market intelligence gathering.
- Serve as the focal point to manage team resources (both business development and project implementation) within the Practice and company by attending bi-weekly staffing meetings, leading the intake process for digital health requests, ensuring consistent staffing of projects and managing workloads with staff supervisors as required.
- Grow digital health activities proposing contextually appropriate digital health innovations and approaches such as the use of novel data sources and analytics, market intelligence, health financing data, person-centric solutions and digital self-care and social listening by working with Portfolio and project leads to coordinate DIAS contributions for proposal development including strategy, partnerships and technical approach.
- Identify digital futures opportunities for and lead digital health capacity building activities across the organization to ensure that digital health activities are designed and implemented in line with global guidance, standards and best practices.
- Formulate digital health partnerships, collaborations and strategies, including representation of Palladium to governments, donors and other stakeholders, through thought leadership on digital futures for health care at international meetings, ministry-level events, technical working groups and communities of practice.
- Support DIAS staff, Project Directors, activity managers and in-country project teams with personnel management, project work planning, budgeting, progress and financial reporting as determined by the Project Director.
- Supervise, oversee and/or mentor selected mid-level staff working in headquarters and field offices.
- Identify, grow, and maintain relationships with partners and consultants who can provide technical expertise in digital health and digital in other sectors of international development.
- Identify and lead opportunities to synthesize and communicate synthesize offerings, project successes, lessons learned and best practices for internal and external thought leadership opportunities.
Technical Advisory and Activity Management (30%)
- For selected activities, lead project team including in-country counterparts in the design, development and implementation of digital health activities such as architecting the health enterprise, strategizing informatics approach, requirements elicitation analysis, clarification of expected use through stakeholder engagement, and capacity building.
- Serve as the product owner for digital health implementation projects, serving as the interface with clients and other project stakeholders to plan, implement, review and report on projects as needed and requested.
- Identify opportunities to build capacity and develop a digital futures strategy to ensure Palladium digital health activities are implemented according to global guidance and international technical standards.
- Serve as Activity Manager and oversee work planning, resource planning, budgeting, progress and financial reporting for assigned activities, including the management of in-country and partner organizations.
Reporting requirements
The role reports to a DIAS Director of
Digital Solutions and Transformation. Reporting requirements include:
- Attendance at all weekly and/or management team and staffing meetings
- Regular updates with manager and coordination with DIAS Director of Information Systems and other Project Directors
- Leadership and routine tracking of cross practice and portfolio support
- Inputs into the Business Unit’s quarterly reports as required by identified projects
- Other reports requested by manager
Relationships
- The role will form part of the International Development portfolio, Americas Region
- The role will be required to liaise closely with DIAS Leadership, Portfolio Leads, Project Directors, Team Leaders, and clients both within both the DIAS and Health Communities of Practices.
Authority levels
- The role carries autonomy on project and practice management with appropriate consultation. The role is required to analyse and make sound recommendations to the line manager;
- The role may carry expenditure and/or signatory authority for select costs;
- Oversee and manage Technical Advisors and Senior Associates as assigned;
- Contribute to process improvement through innovative and cost-effective ideas and suggestions.
Key competencies and professional expertise required
- Demonstrated experience leading USG-funded digital health projects and programs, including technical project and product management and leading client engagement.
- Experience leading digital health projects on behalf of country governments with a strong understanding of global digital health priorities, challenges and trends across global stakeholders including USAID, CDC, WHO, Global Fund and Gavi. Experience working with private sector health facilities or private sector data is an advantage.
- Comprehensive understanding of HIE architecture and experience implementing and adapting open-source global good digital health software products such DHIS2, OpenLMIS, iHRIS, OpenIMIS, OpenMRS, CommCare and knowledge and experience applying the Principles for Digital Development.
- Experience leading proposal strategies including strong technical writing abilities.
- Experience in establishing partnerships that allow for novel applications of digital health technology and data sources that are appropriate for the context including sustainability.
- Experience managing a team of individuals and projects, with preferred experience in matrixed management environments and change management strategies.
- Excellent communication skills with the ability to translate complex technical concepts into easy-to-understand considerations in order to support the clients, project teams and technical teams in designing and implementing solutions that meet the specified requirements and are appropriate given the implementing environment.
- Ability to work in a dynamic and agile environment with changing requirements and priorities.
- Demonstrated ability to work effectively as a member of a fast-moving and multicultural team while maintaining a client-centered focus.
- Strong project management skills and experience using digital tools to manage projects such as Microsoft Teams, Planner, Jira.
- Excellent written and verbal communication skills with strong technical writing ability, including thought leadership. Working knowledge of a language other than English is an asset; French preferred.
- Willingness to travel and work abroad a minimum of 10 weeks per year in developing countries and elsewhere (current COVID pandemic situation allowing).
