Project Overview and Position
Palladium
is seeking a Project Director (Director) for an upcoming USAID-funded project,
focused on mobilizing and deploying private capital for the health sector
(Frontier Health Markets, Activity 3 “Private Sector Capital Fund”). This is
one of a proposed suite of multiple activities with the objective of increasing
private health sector contributions to advancing voluntary family planning and
other health outcomes, including maternal, newborn and child health, malaria,
TB, and HIV/AIDS. FHM’s activities will work to strengthen local health markets
leading to systematic and effective engagement with the private sector.
Specifically,
Activity 3 “Private Sector Capital Fund” seeks to improve access to capital for
local, market-oriented solutions for voluntary family planning and other health
area, including using innovative financing techniques to increase access to
and/or provide initial capital for local micro, small, and medium sized health
enterprises.
The
Director will provide overall leadership and management of the project
including meeting the project’s technical objectives, managing financial
resources, program staff, partnering agreements, maintaining good working
relationships with host government officials and local partners, managing
client reporting, and ensuring high-quality service delivery. The Director will
represent Palladium and the project to USAID and all other stakeholders
including donors, governments, community and non-governmental organizations,
and the private sector.

contingent upon contract award to Palladium and USAID approval.
Key Responsibilities
- Provide overall strategic, technical, programmatic, financial, and management guidance and support for large-scale project activities.
- Serve as the primary liaison with the client and all other stakeholders.
- Manage a diverse staff of technical and administrative professionals across the globe to ensure responsive and efficient project operations.
- Ensure that project objectives, outcomes, and deliverables are met and that financial, operational, and reporting requirements of the donor are followed.
- Build and maintain a robust network of private sector partners (health care enterprises and accelerators, corporates, impact investors, and development finance institutions).
- Analyze and evaluate project operations to identify and resolve issues or problems.
- Manage subcontract compliance, with the support of the project team, and oversee capacity development of partners to transition to direct USG funding.
- Oversee and ensure efficient execution of subcontracts to government and local partners across geographies.
Required Qualifications
- Extensive project management experience as well as experience leading complex multi-million-dollar donor funded health programs (USAID experience preferred); including the administrative, procurement, hiring, and recruitment, financial and logistical aspects of project implementation.
- Demonstrated experience in the mobilizing and deploying private capital or innovative financing for health, such as SME financing, credit guarantees, grant/ innovation funds, revolving loan fund, and impact bonds.
- Strong understanding of local health system context in low- and middle-income countries.
- Demonstrated ability to manage multidisciplinary teams of professionals located throughout the globe.
- Demonstrated experience coordinating, collaborating, and aligning various stakeholders including USAID, host country governments and counterparts, other international donor agencies, philanthropies, health industry players, and private investors/ financiers.
- Familiarity with USG rules and regulations and subaward compliance.
- Excellent oral and written communication skills in English. French language skills preferred, but not required.
- Demonstrated problem solving, analytic, financial, and evaluative skills.
- Attention to detail and ability to perform multiple tasks and balance competing priorities effectively and efficiently often within a required timeframe.
- Must be able to work under tight deadlines and across time-zones.
