About our HLC Project – Through the Humanitarian Logistics Capability (HLC) program, Palladium provides high quality, multifaceted, flexible, and responsive project management, and humanitarian supply chain solutions in support of the Commonwealth of Australia’s Department of Foreign Affairs and Trade (DFAT) Humanitarian Emergency Relief activities.

About the Role – Women, children and people with disabilities are often the most exposed to adverse risks resultant from disasters, losing income and opportunities and facing increased risk of sexual and gender-based violence during crises. The Gender Equality, Disability and Social Inclusion (GEDSI) Officer will provide strategic leadership, advice, and technical expertise to ensure that gender and disability, social inclusion and protection, and diversity practices are embedded across the implementation of the Humanitarian Logistics Capability (HLC). Disability inclusion, gender and protection are the thematic priorities that are central to the efficacy of Australia’s humanitarian programming, in which the HLC team will continue to play a leading role in implementing. The GEDSI officer will empower people with disabilities to access humanitarian assistance on an equal basis with others and advance gender equality and promote the empowerment of women and girls throughout the delivery of humanitarian assistance.

The GEDSI officer will create and drive the outcomes as articulated in the HLC GEDSI Action Plan, and the program’s annual plans, which are informed by Palladium’s Diversity and Inclusion Strategy.
This role is full time and initially available until the June 2023 with the potential for extension with the HLC contract.

Primary Responsibilities:
GEDSI Action Plan and Strategy Implementation
Develop and implement the HLC’s GEDSI Action Plan and Strategy Implementation – accounting for all Protection, Gender Equality, Disability Inclusiveness, Safeguarding and Child Protection DFAT priorities listed in the HLC Investment Design Document.
Ensure that the GEDSI Action Plan is kept up to date, reflects best practice, and remains relevant.
Pioneer and Champion, the HLC GEDSI Strategy implementation, aligning with Palladium’s sustainable business plan.
Develop and implement core GEDSI policies and procedures for the delivery of Humanitarian Aid abroad as well as for the day-to-day operations of the HLC in Australia.
Coordinate the review of project documents, including reports, bids, monitoring and evaluation frameworks and others to ensure they reflect and comply with the Program’s GEDSI policies and standards;
Contribute to the development of GEDSI and safeguards indicators for relevant levels of the Monitoring, Evaluation and Learning Framework;
Relationship management
Work closely with the HLC Core Leadership Team to provide relevant information to team members and stakeholders to ensure GEDSI issues are embedded into program decision making and implementation.
Work alongside the Monitoring, Evaluation & Learning (MEL) Officer and the Quality Assurance Officer to ensure GEDSI practices are embedded in both the technical delivery and daily program management of the HLC contract.
Update and respond to DFAT and client requests in a timely and professional manner.
Support the review of the GEDSI Action Plan and Strategy Implementation and HLC´s approaches to cross cutting issues such as climate change mitigation and adaptation.

Stakeholder development and training
Design and deliver training to promote GEDSI practices in the context of HLC and its program pillars more broadly. Participants include clients, HLC staff, contractors, suppliers and representatives from our global stakeholders.
Act as a resource and liaison point for all HLC staff in Australia and overseas to ensure GEDSI practices are incorporated into program and organisational activities as appropriate.
Coordinate and facilitate training and knowledge sharing activities and ensure the broad participation of women and people with disabilities through accessible and inclusive training arrangements domestically and abroad.

Teamwork
Develop and maintain productive working relationships with internal and external stakeholders, particularly across a range of cross cultures.
Ensure up-to-date information is effectively communicated across all program teams.
Participate in team activities and meetings demonstrating respect and consideration for individual experience and expertise.
Engage in continuous learning and contribute positively to a collaborative and respectful working environment aligned with the culture and values of Palladium and HLC.
Establish and sustain a stakeholder network for GEDSI and safeguards in HLC’s project pillars;

Additional requirements:
In addition to the above, any and all other duties and responsibilities are to be performed as required and consistent with this role.
This role may require some work outside of regular hours.
Some interstate and international travel may be required.

KNOWLEDGE AND EXPERIENCE REQUIREMENTS

Experience, Skills & Attributes
Proven track record in strategic thinking, planning and implementation of complex GEDSI related strategies and policies.
Demonstrated capacity to develop and implement good GEDSI practice across organisations and /or projects.
Strong networking, interpersonal, and influencing skills working with a number of internal and external stakeholders and across of range of cross-cultural contexts.
Ability to positively apply inclusive and diversity initiatives on development assistance projects.
Strong written and oral communication skills with diverse groups of people.
Ability to adapt and work with different teams with varying degrees of understanding of inclusion and diversity.
Ability to provide thoughtful and thorough analysis and recommendations to resolve difficult diversity issues.
Ability to handle multiple projects and issues simultaneously and to prioritise workloads.
Knowledge and demonstrated experience in:
Strong knowledge and understanding of protection in the International Development space and implementation of GEDSI and general safeguarding techniques.
Demonstrated expertise working with domestic and international communities with regards to diverse SOGIESC, disability, youth, gender equality, Aboriginal and Torres Strait Islander peoples, and women’s empowerment issues.
Experience working with multi-disciplinary teams as well as with external stakeholders such as government (DFAT).
Understanding of and commitment to EEO, child protection and privacy principles Qualifications.
Qualifications:
Tertiary degree in international development, Inclusion, community services, social work, and/or five years relevant experience.
